Location: Worcestershire - remote
Contract: Temporary (4 months)
Salary: £400-500 per day umbrella / £352.07-£439.94 per day PAYE Inclusive / £314.15-£392.56 per day PAYE Exclusive DOE

Job Description

Service Care Solutions are recruiting on behalf of a local authority in Worcestershire for a Technical Accountant to join the team on a temporary basis. The postholder will undertake a fundamental review of the 2025/26 closedown process across a combined authority, identifying opportunities to strengthen processes, improve audit readiness, enhance governance and ensure adherence to best practice and CIPFA requirements.

Key Responsibilities

  • Undertake a detailed review of the 2025/26 closedown process, including Statements of Accounts, supporting working papers, balance sheet reconciliations, capital accounting, and source documentation.
  • Assess existing closedown procedures, timetables, team structures, responsibilities, controls, and quality-assurance arrangements, identifying opportunities to improve efficiency, governance, and accountability.
  • Review technical accounting areas including fixed assets, grants, accruals, pensions, prior-year adjustments, journals, valuations, control accounts, and the extraction and quality of financial data from the finance system.
  • Support improved audit readiness by reviewing previous Internal and External Audit findings, strengthening documentation and assurance processes, and ensuring compliance with the CIPFA Code and Disclosure Checklist.

Candidate Criteria

  • CCAB Qualified and 5 years PQE, with significant technical accounting, year-end closedown, and Statement of Accounts experience within a local authority.
  • Experience of capital accounting, fixed assets, and balance sheet management, with experience working with external auditors and resolving audit queries.
  • Strong understanding of the CIPFA Code of Practice and local authority accounting requirements.
  • Able to review existing processes, identify improvements, and implement best practice.
