The Role

The Technical Building Manager is responsible for ensuring the safe, efficient and compliant operation of all building engineering services and infrastructure. This role oversees the maintenance and performance of critical building systems, manages specialist contractors, ensures statutory compliance, and delivers high-quality facilities management services that support business operations and occupier satisfaction.

Key Responsibilities

  • Manage the day-to-day operation, maintenance and performance of all building services, including HVAC, electrical, plumbing, fire safety systems, lifts and Building Management Systems (BMS).
  • Develop, implement and monitor Planned Preventive Maintenance (PPM) programmes to maximise asset reliability and minimise downtime.
  • Coordinate and oversee reactive maintenance activities, ensuring technical issues are resolved promptly and effectively.
  • Manage external contractors and service providers, ensuring all work is completed safely, on schedule, within budget, and in accordance with contractual and quality standards.
  • Ensure full compliance with all applicable health and safety legislation, environmental requirements, statutory inspections and industry regulations.
  • Carry out regular inspections, audits and condition assessments of plant rooms, equipment and building infrastructure, identifying and addressing maintenance risks.
  • Prepare and manage maintenance budgets, monitor expenditure, and identify opportunities to improve efficiency and reduce operating costs.
  • Maintain accurate maintenance records, asset registers, compliance documentation and technical reports.
  • Support capital improvement projects, refurbishment works and lifecycle replacement programmes.
  • Investigate equipment failures and recurring maintenance issues, implementing corrective and preventive actions.
  • Ensure emergency systems and critical infrastructure are maintained and tested in accordance with statutory requirements.
  • Collaborate with tenants, clients and internal stakeholders to minimise operational disruption and maintain high levels of customer satisfaction.
  • Promote continuous improvement in maintenance practices, energy efficiency and sustainability initiatives.

Skills & Experience

  • Proven experience in technical building or facilities management within commercial or mixed-use properties.
  • Strong knowledge of HVAC, electrical, mechanical, plumbing, fire protection and Building Management Systems (BMS).
  • Good understanding of statutory compliance, health and safety legislation and building regulations.
  • Experience managing maintenance contractors and service level agreements (SLAs).
  • Strong problem-solving, organisational and budget management skills.
  • Excellent communication and stakeholder management abilities.
  • Proficient in Computerised Maintenance Management Systems (CMMS) and Microsoft Office applications.

Qualifications

  • Qualification in Mechanical, Electrical, Building Services Engineering or a related discipline.
  • Relevant health and safety qualification (e.g. IOSH or NEBOSH) desirable.
  • Membership of a relevant professional body (e.g. IWFM, CIBSE, IET) is advantageous.
