Technical Business Analyst (Data Governance & Data Marketplace)
£500-600 per day (Inside IR35 TBC)
6 Month Contract
Hybrid - Birmingham
THE COMPANY
A leading public sector organisation is seeking an experienced Senior Business Analyst to support a high-profile Data Marketplace programme. Working at the forefront of data sharing, governance and collaboration, you'll play a key role in designing and implementing frameworks that enable trusted, scalable data exchange across a broad network of stakeholders.
THE ROLE
As a Senior Business Analyst, you'll sit at the intersection of business analysis, data governance and stakeholder management. You'll be responsible for shaping governance frameworks, data standards and operating models that support the successful delivery of a large-scale data sharing initiative.
Working closely with technical teams, programme leadership, legal and commercial stakeholders, you'll translate strategic objectives into practical governance standards, documentation and delivery artefacts.

Key Responsibilities
- Define and document data governance frameworks and operating models
- Develop data taxonomies, metadata standards and schema guidance
- Create data-sharing agreements, governance rulebooks and supporting documentation
- Run workshops and requirements gathering sessions with technical and non-technical stakeholders
- Collaborate with data engineering teams to ensure governance requirements are reflected within the technical solution
- Produce business analysis artefacts including process maps, TOMs, requirements documents and RACI matrices
- Support programme governance, steering groups, risk management and reporting
YOUR SKILLS & EXPERIENCE
The successful candidate will have:

- Proven Senior Business Analyst experience within complex data-led programmes
- Strong data governance experience covering data ownership, stewardship, access controls and data quality
- Experience developing data models, taxonomies and metadata standards
- Knowledge of Databricks, Unity Catalog or comparable data governance platforms
- Excellent stakeholder management and workshop facilitation skills
- Strong documentation skills, including governance frameworks and requirements gathering
- Understanding of UK GDPR, Data Protection and information security principles
DESIRABLE
- Experience working on data marketplace or data exchange initiatives
- Public sector experience
- Knowledge of accreditation, assurance or compliance frameworks
- Experience working with large-scale data transformation programmes
