Role Overview
We are looking for an experienced Technical Delivery Lead to lead delivery across complex central government digital programmes. You will sit between engineering teams and senior stakeholders, making sure delivery is well planned, technically sound, coordinated and continuously improving.
You will work closely with senior civil servants, programme teams, delivery partners, architects and multidisciplinary agile teams. This role needs a strong blend of:
- Hands-on agile delivery leadership
- Technical understanding of the systems and platforms being delivered
- Stakeholder and governance management
- Cross-team coordination
- Strategic planning and dependency management
- Coaching and continuous improvement
You will act as a recognised leader in agile and lean delivery practices, helping teams and stakeholders navigate technical complexity while maintaining delivery momentum across large-scale government programmes.
Key Responsibilities
- Lead delivery across complex central government digital programmes and multi-team environments.
- Work with engineers and architects to understand technical approach, constraints and trade-offs, and translate them clearly for non-technical stakeholders.
- Manage technical risks, issues, dependencies and delivery governance across multiple workstreams.
- Oversee release planning, environments and deployment readiness, working with DevOps and engineering teams to keep delivery flowing.
- Collaborate with senior civil servants, programme teams and delivery stakeholders to align delivery with wider business objectives.
- Drive agile and lean delivery practices across teams and programmes.
- Coach teams and stakeholders on continuous improvement and effective delivery approaches.
- Support programme planning, forecasting, reporting and governance activities.
- Coordinate cross-service, cross-team and cross-supplier dependencies to ensure successful delivery outcomes.
- Identify and improve inefficient processes and ways of working.
- Provide leadership during complex delivery challenges and unblock teams effectively.

Essential Skills and Experience
- Significant experience delivering digital programmes within UK central government environments.
- Proven track record as a Delivery Lead or Delivery Manager on technically complex programmes (G6/G7 level or equivalent).
- Strong technical grounding: able to engage credibly with engineers and architects on cloud, CI/CD, APIs, environments and release management.
- Proven experience engaging with civil servant programme teams and operating within government governance structures.
- Strong understanding of agile and lean delivery methodologies.
- Experience managing complex risks, issues and dependencies across multiple teams.
- Excellent stakeholder management and communication skills, including explaining technical topics to non-technical audiences.
- Strong planning, coordination and delivery leadership capabilities.
Desirable
- Experience delivering or supporting cyber security programmes.
- Experience working across both local and central government.
- Familiarity with the Government Digital & Data (GDaD) framework.
- Experience working within GDS-aligned delivery environments.
- Experience managing multi-supplier delivery ecosystems.

- Communication: Communicate complex information clearly to technical and non-technical audiences, and build trust with senior stakeholders and delivery teams.
- Budget management: Support financial tracking, forecasting and programme planning, and contribute to governance reporting.
- Life cycle management: Tailor delivery approaches to suit team and programme needs, and keep improving practice across the product lifecycle.
- Maintaining delivery momentum: Optimise delivery flow across teams and proactively manage risks, blockers and dependencies.
- Making processes work: Identify and challenge unnecessarily complex processes, and support teams through change.
- Planning: Lead planning in complex environments and coordinate delivery across services, teams and stakeholders.
- Team dynamics and collaboration: Foster high-performing teams, run agile health checks and give timely coaching and feedback.
