Role: Technical Delivery Manager
Location: Knutsford, UK
Job Type: Hybrid work mode
Client is seeking an experienced Technical Delivery Manager to support the strategic design, implementation, and continuous evolution of critical technology and cybersecurity programmes within the Chief Information Security Office (CISO) function. This role is responsible for driving the successful delivery of complex technology initiatives, enabling engineering teams to deliver secure, scalable, and high-quality solutions while ensuring alignment with enterprise governance, regulatory requirements, and security standards.
The Technical Delivery Manager will act as the key interface between business stakeholders, engineering teams, product owners, architects, and senior leadership to ensure efficient planning, prioritisation, and execution of strategic initiatives. The successful candidate will be a strong delivery leader with extensive experience managing cross-functional agile teams, driving process improvements, and fostering a culture of continuous improvement across global technology organizations.
This position requires an individual who can operate effectively in a fast-paced, highly regulated financial services environment while balancing strategic thinking, operational excellence, stakeholder management, and technical delivery expertise.
Key Responsibilities
Delivery Leadership and Programme Management
- Drive the end-to-end delivery of strategic technology and cybersecurity initiatives across multiple workstreams and engineering teams.
- Partner with business stakeholders and technology leaders to shape business requirements and translate strategic objectives into actionable delivery plans.
- Manage demand intake, prioritisation, delivery planning, and execution of new capabilities and enhancements.
- Ensure successful execution of projects through appropriate delivery methodologies, including Agile, Scrum, Kanban, Waterfall, and hybrid approaches.
- Identify, manage, and resolve delivery risks, dependencies, and impediments while maintaining programme transparency.

Agile Delivery and Team Enablement
- Establish and facilitate agile ceremonies including daily stand-ups, sprint planning, backlog refinement sessions, retrospectives, show-and-tell sessions, and release planning activities.
- Champion agile ways of working and drive continuous improvement initiatives across engineering teams.
- Promote best practices related to backlog management, prioritisation, estimation, Definition of Ready (DoR), Definition of Done (DoD), acceptance criteria, feature management, and sprint execution.
- Monitor and improve team throughput, quality, predictability, and velocity through data-driven insights and metrics.
- Partner with Agile Coaches, Product Owners, Engineering Managers, and Scrum Masters to enhance agile maturity and delivery effectiveness.
- Mentor and coach teams and stakeholders on delivery methodologies, agile frameworks, and process improvements.
Governance and Stakeholder Management
- Establish and maintain effective governance frameworks to support programme oversight and decision-making.
- Lead governance forums, steering committee discussions, and executive-level reporting.
- Communicate delivery progress, risks, issues, and key achievements to stakeholders at all organizational levels.
- Build strong relationships with senior business leaders, architects, engineering teams, vendors, and external partners.
- Facilitate large-scale workshops, planning sessions, and collaborative events across geographically distributed teams.
Technical Delivery and Engineering Partnership
- Collaborate closely with engineering teams throughout the Software Development Lifecycle (SDLC), from requirements gathering through deployment and operational support.
- Develop a strong understanding of technical architecture, system design, platform dependencies, and enterprise technology solutions.
- Ensure alignment with Client application development standards, security controls, and technology governance requirements.
- Support implementation of scalable architecture patterns and modern engineering practices.
- Work with global engineering teams to establish consistent delivery processes, standards, and solutions across regions.
Operational Excellence and Continuous Improvement
- Drive continuous improvement initiatives focused on efficiency, quality, automation, and delivery outcomes.
- Maintain accurate project artefacts, delivery documentation, and reporting dashboards.
- Ensure defects, remediation activities, and operational fixes are documented and published within central knowledge repositories.
- Support DevOps and continuous delivery practices where applicable.
- Encourage innovation and drive adoption of new delivery practices, tools, and methodologies across the organisation.

Required Skills and Experience
- Minimum 8+ years of experience in Product Management, Project Management, Programme Management, or Technical Delivery Management.
- Strong experience delivering complex technology programmes using Agile, Waterfall, and hybrid methodologies.
- Deep understanding of Agile SDLC concepts including:
- Product Backlogs
- Features and User Stories
- Acceptance Criteria
- Definition of Ready (DoR)
- Definition of Done (DoD)
- Sprint Planning and Retrospectives
- Proven experience managing cross-functional agile teams operating within distributed and global delivery models.
- Strong understanding of the end-to-end software development lifecycle.
- Excellent analytical and problem-solving skills with the ability to understand technical designs and architecture concepts.
- Hands-on experience with Agile and collaboration tools including Jira, Confluence, and other Atlassian products.
- Demonstrated ability to proactively identify, manage, and remove delivery impediments.
- Strong facilitation skills with experience leading virtual workshops and large-scale stakeholder sessions.
- Exceptional communication, presentation, and stakeholder management capabilities.
- Experience training, mentoring, and coaching teams on agile delivery best practices.
Preferred Qualifications and Experience
- Previous experience within the Financial Services industry.
- Strong understanding of enterprise governance and programme controls within regulated environments.
- Experience working within cybersecurity, risk, or CISO organizations.
- Knowledge of scaling frameworks such as SAFe (Scaled Agile Framework) and LeSS (Large-Scale Scrum).
- Experience supporting DevOps, CI/CD, and modern software engineering practices.
- Proven success driving organizational change and innovation adoption at scale.
- Experience collaborating with outsourced vendors and external development partners.
- Understanding of scalable architecture patterns, client-server applications, distributed systems, and backend service design.
- Demonstrated experience mentoring engineering teams and process improvement functions.
Education and Certifications
- Bachelor's Degree in Information Technology, Computer Science, Engineering, or a related discipline.
- Professional certifications such as:
- Certified ScrumMaster (CSM)
- SAFe Agilist / SAFe Practitioner
