Associate Director – Technical Delivery Manager, Government & Public Sector
Location: UK / Hybrid
Sector: Government & Public Sector - must be eligible for SC Clearance
Level: Associate Director
We are working with a leading technology and transformation consultancy looking for an experienced Associate Director / Technical Delivery Manager to lead complex, high-impact digital transformation programmes across central government. This is a senior delivery role requiring someone with genuine experience operating within government digital environments. You will need to understand how to successfully navigate GDS standards and assessments, work with multidisciplinary technical teams and take complex digital services from discovery and design through to live delivery. The successful candidate will combine strong technical delivery experience with the gravitas to challenge senior stakeholders and delivery teams, alongside the commercial awareness expected at Associate Director level.
Key Responsibilities
- Lead the delivery of complex digital products, services and major transformation workstreams across central government.
- Lead multidisciplinary teams spanning engineering, architecture, service design, user research and agile delivery.
- Ensure services meet GDS Service Standards, accessibility requirements, security principles and wider government technology standards.
- Provide technical delivery oversight and confidently challenge technical teams, suppliers and stakeholders where required.
- Work across modern technology environments including cloud, CRM, contact centre and digital service platforms.
- Support the delivery and modernisation of citizen-facing services, including CRM, contact centre and omnichannel solutions.
- Manage third-party and offshore delivery teams, maintaining delivery quality, accountability and momentum.
- Build trusted relationships with senior government stakeholders and act as a credible advisor on complex delivery challenges.
- Manage delivery risks, issues, dependencies, budgets, resources and commercial considerations.
- Contribute to account growth and business development by identifying client needs, shaping opportunities and supporting proposals and bids.

Experience Required
- Significant experience in a senior Technical Delivery Manager, Delivery Lead, Senior Manager or Associate Director level position within central government, the Civil Service or a government-focused consultancy.
- Strong practical experience of GDS, ideally having taken digital services through GDS assessments and successfully progressed services through the delivery lifecycle.
- Proven experience delivering large-scale government digital transformation from discovery and design through to live service.
- Strong understanding of modern technology delivery, including cloud technologies such as Azure or AWS, DevOps, software development and architectural principles.
- Experience within major enterprise platforms or digital ecosystems. Exposure to Salesforce, Microsoft Dynamics, CRM or contact centre technologies would be particularly relevant.
- Strong Agile delivery experience across methodologies such as Scrum and Kanban.
- Experience managing technical suppliers and navigating public-sector procurement environments.
- Excellent senior stakeholder management with the confidence and credibility to challenge decisions and stand your ground with technical delivery teams.
- Commercial awareness, including experience with budgeting, forecasting, resource management and client discussions.
- Experience supporting business development, opportunity shaping, proposals and account growth within the public sector.
- Strong leadership experience with the ability to develop and mentor delivery teams.

Highly Desirable
- Current or previous Security Clearance (SC).
- Previous experience working directly within the Civil Service or central government.
- Experience delivering CRM and Contact Centre transformation, particularly modern cloud-based/contact-centre-as-a-service solutions.
- Experience with legacy technology modernisation and migration.
- Understanding of NCSC security principles, GDPR, accessibility, user research and service design.
- Experience delivering citizen-facing services across multiple digital channels.
The Profile
This role would suit someone who sits comfortably between technology, delivery and the client. You do not need to be a hands-on developer, but you must be technically credible enough to understand solutions, challenge technical teams and ensure services are deliverable within government standards. At Associate Director level, you will also need to look beyond delivery alone. You should be comfortable building senior client relationships, identifying future opportunities and contributing to the growth of government accounts alongside successfully delivering programmes.
