Technical Estimating & Bid Manager
Concept Projects Group provides engineering, turnkey project, construction and mechanical project delivery services across a range of sectors, including Food & Beverage, Pharmaceutical, Homecare and Logistics.
We are looking for a Technical Estimating & Bid Manager to manage significant client quotations, RFQs and tenders from initial enquiry through to approved submission.
This is a full-time fixed-term opportunity for an initial 3 to 6 months, with the possibility of a permanent position for the right candidate.
The role will support opportunities typically valued between £50,000 and £1 million+, working closely with Business Development, technical specialists, operational teams and senior reviewers. The successful candidate will be responsible for building clear, accurate and commercially sound proposals that are deliverable, properly reviewed and issued on time.
This is not a purely administrative bid role. We are looking for someone with strong estimating, tendering or pre-construction experience who can understand the technical detail, challenge gaps or assumptions, and keep multiple live quotations moving.
Responsibilities
- Managing allocated RFQs, tenders and significant enquiries through to approved submission
- Reviewing client information, drawings, specifications and commercial requirements
- Identifying gaps, risks, clarifications and additional information required
- Developing bid plans, contributors, review points and internal deadlines
- Attending client sites with Business Development and technical specialists where required
- Developing scopes of work, deliverables, assumptions, exclusions and client dependencies
- Building detailed estimates covering labour, materials, plant, subcontractors, travel, design, project management, preliminaries, contingency and other relevant costs
- Requesting and reviewing supplier and subcontractor quotations
- Preparing estimate summaries and option comparisons for internal review
- Producing client-facing quotation and tender documents
- Coordinating technical narratives, schedules and supporting information from internal contributors
- Coordinating technical and commercial reviews in line with value, risk and complexity
- Maintaining the central quotation tracker and relevant CRM or workflow records
- Monitoring active quotations against client deadlines, review dates and outstanding actions
- Providing structured handovers for won work
- Supporting improvements to cost libraries, supplier databases, proposal templates, bid governance and estimating tools

Skills and Experience Required
- Experience preparing technical estimates, quotations, tenders or pre-construction submissions in engineering, industrial services, construction or a comparable project environment
- Experience developing project cost estimates within the approximate £50,000 to £1 million+ range
- Ability to interpret RFQs, technical specifications, drawings, scopes and client requirements
- Strong cost-modelling capability across labour, materials, plant, subcontractors, preliminaries, risk and margin
- Commercial awareness and confidence to challenge incomplete scope, unsupported assumptions and unmanaged risk
- Strong written communication skills, with the ability to turn technical and commercial information into clear client-facing proposals
- Experience coordinating multiple contributors and deadlines while retaining ownership of completion
- Competence in Microsoft Excel and Microsoft 365
- Confident client-facing capability and willingness to travel to client sites across the UK as required
- Full UK Driving Licence

Desirable
- Mechanical engineering, fabrication, process, utilities, construction or turnkey project experience
- Experience in manufacturing, FMCG, pharmaceutical, food production or other operational industrial environments
- HNC, HND, degree or relevant professional qualification in engineering, quantity surveying, construction management or a related discipline
- Awareness of NEC, JCT or comparable forms of contract
- Experience developing estimating tools, cost libraries, bid governance or pre-construction processes
What We Offer
- Up to £45,000 per year, depending on experience
