Umbrella - £22.58 per hour - Umbrella

Job Purpose

As a Technical Licensing Officer, you will support Thurrock Council's Housing and Licensing functions by administering licensing applications, maintaining accurate records, ensuring compliance with licensing requirements, and providing technical and administrative support to housing and environmental health services. The role will contribute to the successful delivery of a project focused on licensing, regulatory compliance, and housing-related services.

Key Duties/Accountabilities

  • Process and administer licensing applications and related documentation.
  • Support housing and licensing officers with technical and administrative tasks.
  • Maintain accurate electronic and manual records.
  • Review documentation to ensure compliance with licensing requirements.
  • Liaise with applicants, landlords, agents, residents, and partner organisations.
  • Respond to enquiries by telephone, email, and in person.
  • Prepare correspondence, reports, and case-related documentation.
  • Update databases and management systems.
  • Assist with monitoring compliance and regulatory activities.
  • Support the collection and analysis of service performance information.
  • Ensure confidential information is handled securely in accordance with Council policies.
  • Contribute to service improvement initiatives and project-related activities.
  • Work collaboratively with colleagues to ensure service targets are achieved.

Essential Experience Required

  • Experience in administration within Housing, Licensing, Environmental Health, Regulatory Services, or Local Government.
  • Experience processing applications and maintaining accurate records.
  • Experience handling customer enquiries and providing advice and guidance.
  • Experience working with databases and case management systems.
  • Strong organisational and administrative skills.
  • Experience producing reports, correspondence, and monitoring information.
  • Ability to manage workloads and meet deadlines.
  • Good communication and customer service skills.
  • Experience working with confidential and sensitive information.

Essential Qualifications Required

  • Relevant administrative or licensing experience.
  • Right to Work in the UK.

  • Working hours: 37 hours per week.
  • Location: New Road, Grays, Essex, RM17 6SL.
  • Reason for Hire: One-Off Event / Project.
  • Online interview via Microsoft Teams.
  • Interview Date: 7th October 2026.
  • Interview Duration: Approximately 35 minutes.
  • Supplier Submission Deadline: 28th September 2026.
