OSS Technical Delivery & Program Management Roles – UK

Location: Newbury, UK
Preferred Location: Newbury / UK-based candidates
Working Model: Onsite preferred; initially, UK-hours-aligned offshore candidates may also be considered
Salary: £50,000 – £80,000 per annum
Sector: Telecom / Network / OSS

We are looking for experienced Technical Project Managers, Technical Delivery Managers, and Program Managers with strong Telecom, Network, and OSS backgrounds to support complex technology transformation and delivery programs.

1. Onsite Technical Project Manager – OSS

Key Skills & Experience

  • Strong technical delivery and system integration experience, preferably within Telecom OSS and Network domains.
  • Proven Project Management experience using tools such as MS Project (MPP), Pega, Jira, and Azure DevOps.
  • Experience delivering large-scale technology transformation projects using Agile and Waterfall methodologies.
  • Strong stakeholder management and communication skills across business and technical teams.
  • Proven experience managing risks, issues, assumptions, dependencies, and mitigation plans.
  • Experience managing network change control and release management activities.
  • Experience working with Cyber Security teams, architects, and control functions to ensure delivery compliance and security assurance.
  • Strong experience managing project financials, budget forecasts, actuals tracking, and cost governance.
  • Strong vendor and supplier management capability.
  • Ability to work effectively in complex and ambiguous delivery environments.
  • Telecom experience highly preferred.
  • Strong Telecom and OSS domain expertise is a key differentiator.
  • PRINCE2, PMP, or Agile/Scrum certifications preferred.

Responsibilities

  • Manage multiple OSS and Network delivery projects end-to-end.
  • Own delivery from design through implementation and operational acceptance.
  • Ensure projects are delivered on time, within budget, and to required quality standards.
  • Manage scope, dependencies, risks, issues, and change requests.
  • Drive governance, steering committees, and stakeholder reporting.
  • Coordinate with Business Sponsors, Architects, SMEs, Engineering, and Operations teams.
  • Own project budgets, cost tracking, forecasting, and financial governance.
  • Lead engagement with Cyber Security teams to ensure project deliverables meet security and compliance requirements.
  • Support Connectivity and Network implementation activities, including:
    • Communication Matrix preparation and management.
    • Implementation, rollout, and deployment coordination.
    • Stakeholder communications before, during, and after implementation windows.
    • Go-live readiness and implementation governance.
    • Support release planning, deployment, and live implementation activities.
    • Drive continuous improvement and delivery best practices.

2. Technical Delivery Manager – OSS

Key Skills & Experience

  • Drive go-live readiness and implementation governance.
  • Support release planning and live deployment activities.
  • Identify and implement continuous improvement opportunities.

3. Program Manager – OSS Programs

Key Skills & Experience

  • Extensive experience managing large-scale Telecom and OSS transformation programs.
  • Proven ability to deliver complex programs spanning:
    • OSS applications
    • OSS platforms
    • Connectivity solutions
    • Network infrastructure
  • Strong governance, planning, budgeting, and financial management experience.
  • Experience managing multi-million-pound program budgets, forecasts, and financial reporting.
  • Strong experience working with Cyber Security, Architecture, Risk, Controls, and Compliance stakeholders.
  • Excellent stakeholder management and executive communication skills.
  • Experience managing multiple projects and interdependent workstreams.
  • Strong risk, issue, dependency, and escalation management capabilities.
  • Experience preparing governance documentation, steering committee packs, and executive reports.
  • Experience working with telecom highly preferred.
  • Strong understanding of Telecom OSS ecosystems and delivery models.
  • MSP, PRINCE2, Agile, or SAFe certifications preferred.

Responsibilities

  • Establish and manage program governance frameworks.
  • Own overall program plans, budgets, forecasts, and financial reporting.
  • Coordinate project teams and interdependent workstreams.
  • Lead steering committees and executive governance forums.
  • Manage program-level risks, issues, dependencies, and escalations.
  • Lead engagement with Cyber Security, Risk, Control, and Compliance teams.
  • Ensure security and compliance requirements are embedded throughout program delivery.
  • Oversee Connectivity and Network Implementation activities, including:
    • Communication strategy and Comms Matrix governance.
    • Implementation planning.
    • Deployment readiness reviews.
    • Cross-functional implementation coordination.
    • Business and operational readiness management.
  • Ensure program financial controls are maintained.
  • Ensure business cases remain aligned with expected benefits.
  • Track program KPIs, risks, issues, and delivery outcomes.
  • Ensure deliverables remain aligned with business and transformation objectives.
  • Drive stakeholder engagement across business, technology, and operational organizations.
  • Lead continuous improvement, lessons learned, and delivery excellence initiatives.

Expected Start: September/October 2026, subject to customer confirmation and completion of the selection and onboarding process.

Location & Working Arrangement

  • Preferred: Newbury, UK
  • Current Flexibility:
    • UK-based onsite candidates are preferred.
    • Initially, onsite or offshore candidates may be considered.
    • Offshore candidates must be able to work effectively within UK working hours.
    • Candidates should be prepared for potential UK-based / onsite presence in the future, should this be required by the customer.
