Technical Programme Manager

JUXT (part of Grid Dynamics) is partnering with a leading global asset management firm to provide dedicated programme management for the initiatives that keep its technology estate healthy, secure and up to date.

The firm's IT and infrastructure teams manage a continuous stream of important technical initiatives, including:

  • Decommissioning legacy infrastructure
  • Upgrading software across the technology estate
  • Remediating security vulnerabilities
  • Improving automated test coverage and engineering quality
  • Migrating systems into the wider parent banking group's environment
  • Addressing accumulated technology debt

Historically, this work has often sat within individual technology teams without dedicated programme ownership.

This newly created Technical Programme Manager (TPM) role has been established to address that gap.

You will take ownership of these initiatives from initial scoping through to completion, creating structure around the work, coordinating the teams involved, identifying and removing blockers, and providing clear visibility to technology leadership.

You will join the firm's technology organisation in the City of London, working alongside an established TPM and closely with systems architecture leadership.

This is a hands-on technical programme management role. It is particularly suited to someone who is comfortable working directly with engineers, infrastructure specialists, architects and security teams and who enjoys understanding the technical detail behind delivery challenges.

Responsibilities

The Role

As Technical Programme Manager, you will own a portfolio of technology-focused initiatives and ensure that they make consistent progress through to completion.

You will not simply maintain project plans. You'll be expected to understand what needs to happen, establish the delivery approach, coordinate the relevant technical teams, challenge delays and dependencies, and provide senior stakeholders with a clear view of progress and risk.

The role sits at the intersection of technology, engineering and delivery.

Key Responsibilities

Technology Debt & Modernisation

  • Own technology debt initiatives from discovery and scoping through to completion.
  • Establish clear objectives, scope, milestones and delivery plans.
  • Coordinate engineering, infrastructure, architecture, security and application teams.
  • Track progress against agreed milestones and proactively address slippage.
  • Identify technical, organisational and dependency-related blockers.
  • Ensure initiatives have clear ownership and accountable delivery teams.
  • Maintain visibility of outstanding technology risks and remediation activity.

Infrastructure Decommissioning

  • Drive programmes to retire obsolete infrastructure and technology components.
  • Coordinate discovery and dependency analysis before decommissioning.
  • Work with infrastructure and application teams to establish retirement plans.
  • Track application, service and infrastructure dependencies.
  • Coordinate migration, validation and shutdown activities.
  • Ensure decommissioning activities are completed safely and with appropriate technical evidence.

Software Upgrade Programmes

  • Coordinate large-scale software and platform upgrades across the technology estate.
  • Establish upgrade roadmaps and delivery milestones.
  • Work with engineering teams to identify affected applications and dependencies.
  • Track adoption and remediation across multiple teams.
  • Escalate risks where teams or systems are unable to meet upgrade deadlines.
  • Coordinate testing, release and implementation activities where required.

Security & Vulnerability Remediation

  • Coordinate remediation programmes arising from identified security vulnerabilities.
  • Work closely with security, infrastructure and engineering teams to understand remediation requirements.
  • Ensure vulnerabilities are appropriately prioritised and assigned.
  • Track remediation through to deployment and closure.
  • Identify blockers preventing teams from addressing vulnerabilities.
  • Provide clear reporting on outstanding risks, remediation progress and dependencies.

Engineering Quality

  • Drive initiatives designed to improve software engineering quality.
  • Coordinate programmes such as improving automated test coverage.
  • Work with engineering teams to understand current levels of coverage and identify gaps.
  • Establish measurable objectives and delivery milestones.
  • Track progress across applications and teams.
  • Help ensure quality improvements become part of normal engineering delivery rather than isolated exercises.

Parent Banking Group Migration

  • Support programmes migrating systems into the wider parent banking group's technology environment.
  • Coordinate application, infrastructure, architecture, security and platform stakeholders.
  • Track migration dependencies and readiness criteria.
  • Manage delivery risks and issues across multiple technical teams.
  • Ensure migration activities have clear ownership, milestones and completion criteria.

Programme Governance & Reporting

  • A core part of the role will be establishing a consistent delivery cadence across the portfolio.

You Will

  • Establish clear programme plans and delivery milestones.
  • Maintain RAID logs covering risks, assumptions, issues and dependencies.
  • Track actions and decisions through to completion.
  • Produce concise status reporting for technology leadership.
  • Highlight material risks and blockers early.
  • Maintain clear dependency maps across teams and initiatives.
  • Establish regular programme and stakeholder forums where appropriate.
  • Ensure stakeholders understand what is progressing, what is blocked and what requires intervention.
  • Provide evidence-based reporting rather than relying solely on subjective status updates.

The expectation is that reporting will be clear, concise and actionable.

Technical Delivery

This is a technical programme management position rather than a traditional business transformation or change-management role.

You will be expected to engage with technical teams at a meaningful level and understand the substance behind delivery plans.

You Should Be Comfortable Asking Questions Such As

  • What is actually preventing this upgrade from being completed?
  • Which applications depend on this infrastructure?
  • What technical work remains before this system can be decommissioned?
  • Is the vulnerability genuinely remediated, or has the risk simply been accepted or deferred?
  • What environments need to be upgraded?
  • What testing is required before release?
  • Which team owns the remaining dependency?
  • What architectural decision is blocking delivery?
  • What evidence do we need to consider the initiative complete?

You won't necessarily be writing the code or implementing the infrastructure yourself, but you should be technically credible enough to understand the answers and challenge delivery assumptions when necessary.

Stakeholder Management

You will work with a broad range of technical stakeholders, including:

  • Software engineers
  • Infrastructure engineers
  • Platform teams
  • Systems architects
  • Security teams
  • Application owners
  • Technology leadership
  • Engineering managers
  • Programme and project managers
  • Teams within the wider parent banking group

You will need to adapt your communication to different audiences while maintaining a consistent view of programme status.

At Senior Levels, This Means Communicating Succinctly Around

At engineering level, it means engaging in enough technical detail to understand what is actually required to deliver the work.

What We're Looking For

Essential Experience

  • Proven experience working as a Technical Programme Manager, Technical Project Manager or similar technical delivery role.
  • Experience running IT, infrastructure or engineering initiatives, rather than primarily business change programmes.
  • Experience delivering initiatives such as:
    • Infrastructure decommissioning
    • Technology upgrades
    • Security remediation
    • Vulnerability remediation
    • Platform migrations
    • Technology modernisation
    • Engineering quality initiatives
  • A strong technical background and the ability to work credibly with engineers and infrastructure teams.
  • Experience managing multiple initiatives or workstreams simultaneously.
  • Strong planning, tracking and organisational skills.
  • Experience identifying and managing technical dependencies.
  • Experience managing delivery risks and blockers.
  • Strong stakeholder management and communication skills.
  • Ability to work independently and take ownership of initiatives from inception through completion.
  • Ability to communicate technical delivery status clearly to senior technology stakeholders.
