Job Title: Technical Services Manager

Department: Property Management

LOCATION: London – Broadgate Campus
WORK ARRANGEMENT: Hybrid – 4 days in office

REPORTING TO: Senior Technical Services Manager

TYPE OF CONTRACT: PERMANENT

THE ROLE

As a Technical Services Manager, you will play a key role in ensuring the safe, efficient and sustainable operation of a prestigious mixed-use estate. You will lead the delivery and continuity of critical building services, working closely with occupiers, service partners and internal stakeholders to drive operational excellence and customer satisfaction. You will be responsible for delivering technical solutions that support the long-term performance of the asset. You will have the opportunity to influence major building improvements, sustainability and capital improvement initiatives, whilst taking ownership of compliance and data reporting. This is a highly visible role where you will build strong relationships, lead continuous improvement and make a lasting impact on the experience of everyone who uses the estate. You will be joining a team committed to creating exceptional places, delivering best-in-class service and supporting British Land's ambitious sustainability and customer experience objectives.


What You’ll Do

  • Contract Management:
    • Organise and attend monthly meetings with associated contractors.
    • Monitor, analyse and interpret the correct functioning of plant and systems via the Building Management System or other means.
    • Carry out random checks of critical plant operation.
    • Review contractor reports and any proposals.
    • Carry out regular audits and inspections of all plant, related areas and equipment.
    • Review contractor proposals and switching schedules for electrical shutdown works to ensure optimum level of service to occupiers and systems.
    • Attend site during shutdowns and essential works as necessary.
    • Attend site as necessary in the event of any emergency work or call out.
    • Ensure compliance with all current legislation and recommended standards.
    • Verify contractor risk assessments are up to date and appropriate to building and maintenance tasks.
    • Ensure Pressure Vessel Written Schemes are up to date.
    • Ensure that the fire e-logbook including the contractor’s emergency lighting log records are up to date on Records for Buildings.
    • Ensure that the access equipment e-logbook is up to date on Records for Buildings.
    • Ensure that the HV-LV e-logbook is up to date on Records for Buildings.
    • Manage water treatment regime ensuring that water treatment e-logbooks are up to date on Records for Buildings.
    • Manage status of lift Inspections and report via lift minutes.
    • Ensure that all statutory inspections are carried out by the due date and manage/monitor progress of actions via external reports spreadsheet attached to appropriate minutes.

  • Provide day-to-day technical and operational support to Building Management and occupiers.
  • Support to Building Management with Permit to Work System and check method statements where appropriate.
  • Liaise with Building Management and occupiers regarding operational and technical matters such as plant shutdowns and work impacting on occupier operation.
  • Review occupier Licence to Alter applications.
  • Review and comment on drawings, specifications and reports submitted by occupiers, advising the Landlord of any impact on base-build operations or any technical or lease-related concerns.
  • Liaise with occupier consultants on technical or operational revisions.
  • Monitor occupier fit out works and liaise as needed to ensure they comply with the approved Licence to Alter.
  • Carry out random inspections of fit-out works, report findings and follow up as required.
  • Undertake regular audits of maintenance programme.
  • Review call-out sheets and investigate as necessary.
  • Review planned preventative maintenance sheets / reports and investigate as necessary.
  • Carry out random inspections of preventative maintenance / reactive works completed and in progress.
  • Preparation and Management of engineering service charge budgets, to include procurement as per British Land’s policies.
  • Ensure budget control, preparation of relevant specification, including raising orders/instructions/ contracts and verifying (processing) invoices.
  • Develop, implement and manage environmental and energy conservation Programmes, (working with others where necessary) ensuring optimum usage of energy.
  • Advise on potential problems, improvements and possible savings.
  • Analyse monitoring & targeting reports and investigate and action as necessary.
  • Arrange independent energy audits as necessary and action recommendations as necessary.
  • Analyse and manage all engineering data/reports, ensuring that appropriate action/follow up is achieved.
  • Identify & agree specialist consultant roles and review consultant’s brief on a regular basis.
  • Manage other audit reports.
  • Review actions/progress and monitor monthly via external reports spreadsheet attached to Maintenance & Engineering, Building Management System or lift minutes.
  • Manage the planned maintenance system, ensuring information, plant history, drawings and technical information is accurate and up to date.
  • Maintain the base building asset register.
  • Review and develop site-specific maintenance tasks.
  • Ensure drawing and Operations & Maintenance manuals are updated to reflect any changes carried out to the installed systems.
  • Develop, implement and maintain site-specific plant replacement programme, in conjunction with budgetary control.
  • Assist in the production of engineering service specifications, contracts and associated documentation, ensuring that they properly represent the service requirement of the premises and are presented and executed in accordance with company guidelines.
  • Assist in preparing contract documentation to include tender documents, agreements and specifications.
  • Assist with managing tendering procedures, analyse tenders, undertake post-tender interview, produce the Client Contract Placing Report, manage contractors closely during the mobilisation period and through to completion.
  • To ensure the Estate Director, Client Services Director and Building Management are regularly apprised of any new developments or issues of a problematic nature.
  • Report on any emergency incident that occurs, report on any concerns relating to plant operation, report on any tenant relationship related issue and report on any issue that could or will involve the Health, Safety, and Environment or Environmental Health Officer.
  • To ensure new buildings and areas of public realm are handed over in accordance with British Land guidelines and that all manuals are in place as soon as is reasonably practicable.
  • Assist in setting up utility contracts for handed over buildings and public realm as required.
  • Ensure that the property's electronic security systems are fully operational and maintained as per the manufacturer's guidance and current best practice.
  • Report on any concerns relating to plant operation, liaise with the Systems Department as required, regarding contract specifications, maintenance regimes, auditing, equipment upgrades, documenting changes etc.
  • Ensure maintenance contracts are in place.
  • To ensure the requisite engineering standards executed in the management of buildings are commensurate with those standards promoted by the Board and detailed in the operations manuals.

About You

Essential Experience & Skills

  • Experience with delivering technical building services within a commercial, mixed-use or multi-occupancy environment.
  • Experience leading engineering operations, maintenance programmes and critical building systems to ensure safe, efficient and resilient asset performance.
  • Financial awareness, including budget management.
  • Experience managing third-party service providers and contractors, with ability to drive performance and maintain service standards.
  • Knowledge of building compliance, health and safety legislation, risk management and statutory inspection requirements.
  • Excellent communication with the ability to build strong relationships across occupiers, suppliers and internal teams.

Desirable Experience

  • Experience managing building fabric maintenance.
  • Knowledge of the fit-out approval process.
