HR Wallingford owns Howbery Park and operates a business park (www.howberypark.com) on the 78 acre site, set in mature, landscaped grounds near to the river Thames. The Park is located between Oxford and Reading and has excellent links to the M4, M40 and London.
The business park has c. 300,000 square feet of space (including HR Wallingford’s own-use offices and facilities). There are approximately 60 tenants and the buildings include a listed Manor House & Stables plus conference/meeting facilities. The Park has developed on a sustainability theme for many years including drawing energy from an on-site solar array.
We are keen to position the Park to attract world-leading facilities and new investments, further developing a principal centre in water-related science, engineering and technology.
HR Wallingford's international business trades through overseas companies and offices in Australia (Perth), the USA (Houston), Malaysia (Kuala Lumpur), the Middle East (Abu Dhabi), and India (Mumbai). HR Wallingford Ltd also operates a branch office with technical and sales staff based in Italy.
About the Role
We are seeking a Technical Services Manager who will be responsible for responsible for all landlord reasonability’s regarding mechanical, electrical, plumbing and fabric related services of buildings and grounds on the wholly owned multi-occupancy business park. This includes management, development, planning and monitoring of services with an objective of protecting and enhancing the landlord’s assets.

Acting as the Park-wide Fire Officer, delegated Responsible Person for Legionella and Electrical Safety Management, and the key contact for emergency response and security matters, you will play a critical role in maintaining a safe, compliant and well-managed environment for tenants and visitors alike. This is a varied and influential role offering the opportunity to make a tangible impact on the performance, resilience and future development of a multi-occupancy estate.
Key responsibilities include:
- Effectively manage all technical services operations including planned preventative building maintenance and equipment lifecycle planning.
- Ensure operational, planned preventative and reactive maintenance activities are effectively scheduled and undertaken on time and in accordance with Statutory Legislation and ISO certification standards and procedures.
- Responsible for site Security and overseeing contractual obligations from the service provider. Plus point of contact for dealing with all out of hours emergency’s.
- Maintenance of risk registers.
- The role includes the management of all Health and Safety matters. Namely Fire safety responsibility, including ensuring Fire Risk Assessments are completed with actions taken where appropriate and adequate training is provided to staff/ tenant staff (e.g. compliance actions, evacuation plans, training and annual reviews).
- Line management of a small team, including recruitment and performance management. Ensuring capability development, training and succession consideration.
- Provide input into regular operational management meetings and reports as required.
- Accountable for the technical services budget within financial approval limits
- Ensure accurate tracking and involvement in forecast planning.
- Provide excellent tenant experience, working in collaboration with the Head of Estates and Estates Manager.
