Worcester City Council, Technical Supervisor, Parking and Environmental Enforcement
This position is available as either a secondment opportunity for internal applicants or as a fixed-term contract until 31 March 2028 for external candidates.
About the Role
Worcester City Council is seeking an enthusiastic, motivated, and experienced individual to join the Parking Services team as a Technical Supervisor. This is an exciting secondment opportunity for someone looking to develop their leadership skills while playing a key role in delivering front-line services that help keep Worcester safe, clean and welcoming for residents, businesses, and visitors.
As Technical Supervisor, you will be responsible for leading and supporting a team of up to 15 Civil Enforcement Officers and Environmental Enforcement staff, ensuring the effective day-to-day operation of the service. This is a pivotal role that combines operational leadership, performance management and technical expertise across both parking and environmental enforcement functions.

Key Responsibilities
- Lead and support a team of up to 15 Civil Enforcement Officers and Environmental Enforcement staff
- Ensure effective day-to-day operation of the service
- Take a lead role in parking performance reporting
- Investigate and progress a range of environmental offences, including littering, fly-tipping, fly-posting, abandoned vehicles, Community Protection Notices and Public Spaces Protection Orders
- Manage competing priorities within a fast-paced environment
- Work closely with colleagues, residents, businesses, elected members, and partner agencies
- Deal professionally with enquiries, complaints, and service issues to ensure positive outcomes are achieved
Requirements
- Strong understanding of parking enforcement legislation, environmental enforcement practices, and associated regulatory powers
- Excellent communication and people management skills
- Ability to motivate and support staff while maintaining service performance
- Relevant management or industry qualifications
- Good literacy, numeracy, and IT skills
- Comfortable producing reports, analysing performance data, and using Microsoft Office applications, particularly Excel and Word
