Summary
Essex County Council is pleased to assist Harlow Council in the recruitment of a seasoned Technical Support Officer for its Housing Property Services team. With oversight of around 9,000 homes and 2,500 leasehold properties, Harlow Council is dedicated to enhancing its housing stock, compliance, and asset management services. This role is ideal for a housing professional with a background in housing administration and technical support, offering a significant opportunity to contribute to the Council's Asset Management function.
About the Role
As a member of a compact and collaborative team at Mead Park, you will deliver technical and administrative support for various housing asset management tasks. You will engage with tenants, leaseholders, surveyors, housing analysts, contractors, and internal stakeholders to ensure the accuracy of records, coordination of surveys, and effective delivery of asset management services.
Key Responsibilities
- Deliver technical and administrative support to the Asset Management Team.
- Assist tenants, leaseholders, contractors, and internal stakeholders.
- Coordinate Stock Condition Surveys and Energy Performance Certificate (EPC) surveys.
- Handle enquiries and provide professional written and verbal responses.
- Maintain comprehensive records and asset management data.
- Aid in report preparation and performance information.
- Support housing analysts with data collection and reporting needs.
- Facilitate database access and assist system users.
- Organize meetings and take minutes as needed.
- Assist with compliance and asset management tasks.
- Ensure accurate record-keeping and document management.
- Contribute to service enhancements and process development.

Essential Requirements
- Experience in housing administration or housing asset management.
- Background in supporting Housing Asset Management and Compliance teams.
- Understanding of housing repairs and capital investment environments.
- Knowledge of the interplay between:
- Capital Budgets
- Revenue Budgets
- Planned Maintenance Programmes
- Familiarity with health and safety requirements related to housing repairs and maintenance.
- Strong administrative and organizational skills.
- Excellent communication and customer service abilities.
- Experience in maintaining accurate records and databases.
- Ability to prioritize tasks and meet deadlines.
- Proficient numeracy and literacy skills.
- Strong IT skills, including Microsoft Office and database systems.

- Experience in Local Authority Housing Services.
- Knowledge of housing compliance processes.
