About The Role

Technical Support Officer – Harlow District Council

Location: Harlow

Hours: Full time, Temporary – 37.5 Hours per week

Contract: 12 Month Contract

Pay: £116.96 PAYE / £150.00 Umbrella daily

Closing Date: Monday 12th October 2026

Essex County Council (ECC) are delighted to be supporting Harlow Council to recruit a temporary Technical Support Officer on a 12-month contract. Please note that this post requires the successful individual to be based on site 4 days per week.

Harlow is a district of contrasts and an ideal location to both live and work. The town itself is thriving, with excellent shopping and leisure facilities for all ages. We have good road links to the M11 and M25 and excellent rail connections to London and Stansted Airport, just 35 minutes and 20 minutes away from Harlow respectively.

Harlow Council looks after nearly 9,000 homes and 2,500 leasehold properties. Its journey of transformation in the past few years has been remarkable.

As part of the successful ongoing investment and commitment to improving our homes for tenants and leaseholders Harlow Council’s Housing Property Service department has a vacancy for a Technical Support Officer.

This is a full-time position working with a relatively small team based at Mead Park.

Responsibilities

As a Technical Support Officer, you will be responsible for:

  • Dealing with Asset Management providing support to tenants, internal and external colleagues.
  • Helping coordinate stock condition surveys/Energy Performance Surveys.
  • Dealing with enquiries and providing a written/oral response as required.
  • Undertaking general administration e.g. minute taking, preparing reports, supporting housing analysts, and detailed record keeping.
  • Help with user training and facilitate access to databases.
  • Dealing with tenants/leaseholders daily.
  • Support the department in responsibilities relating to Asset Management.

Requirements

Applicants should have a background in housing administration and providing technical support to Housing asset management and compliance teams.

  • Understand the relationship between capital and revenue budgets within a repairs and capital investment environment.
  • Knowledge of Health and Safety relating to technical issues within housing repairs.
  • You must have achieved a good level of numeracy and literacy.
