Rate: £172.37/day
Role Overview
London Borough of Hackney is seeking an experienced Technical Support Officer to join its Housing Services – Building Maintenance team. The role will support responsive repairs across approximately 5,000 social housing properties, undertaking inspections, identifying defects, preparing specifications and estimates, and monitoring contractors through to completion.
Responsibilities
- Undertake property inspections and surveys to identify building defects and required remedial works.
- Prepare specifications, estimates, schedules of work and contract documentation.
- Diagnose issues including damp, defects and maintenance requirements across domestic properties.
- Monitor contractors and the Council’s DLO, including progress, quality, costs and compliance.
- Conduct post-inspections to ensure works meet specification, health & safety and statutory requirements.
- Apply Schedules of Rates, monitor subcontractor payments and support budget control.
- Maintain accurate repair histories, survey records, databases and technical reports.
- Support Section 20 consultation and leaseholder cost recovery where required.
- Manage resident enquiries, complaints and councillor enquiries professionally and within deadlines.
- Liaise with residents, contractors, Housing colleagues and other stakeholders throughout the repairs process.
- Support stock-condition surveys, planned maintenance programmes and wider asset management activities.
- Ensure compliance with CDM 2015, Health & Safety legislation and Council procedures.

Essential Experience & Skills
- Experience in building maintenance, responsive repairs or housing surveying.
- Strong knowledge of construction defects and building pathology, including domestic and high-rise properties.
- Experience preparing estimates, specifications and schedules of work.
- Experience monitoring contractors and carrying out inspections/post-inspections.
- Knowledge of Health & Safety and CDM 2015.
- Ability to work with residents, tenants, leaseholders and contractors.
- Strong written, verbal, organisational and customer-service skills.
- Competence using Excel, databases and property/repairs systems.
- HNC/HND or equivalent qualification in Building Surveying, Construction or a related discipline, or demonstrable equivalent experience.

Desirable
- Local authority or housing association experience.
- Knowledge of housing disrepair, damp & mould, EPA/Party Wall legislation and Section 20 consultation.
- Full UK driving licence and willingness to travel between housing sites.
Ideal Candidate
A Housing Repairs Surveyor, Maintenance Surveyor, Building Surveyor or Technical Officer with hands-on social housing/responsive repairs experience.
