The Role
The Technical Systems Analyst will play a critical role in ensuring the successful implementation, configuration, optimisation and continuous improvement of the Future Surveillance Operating Model (FSOM) and associated SARG (Safety and Airspace Regulation Group) oversight systems.
Working closely with the Product Owner and Product Manager, the postholder will support the delivery of FSOM and act as the key link between business, operational and technical teams. Working across end users, delivery teams, suppliers and other stakeholders, the role will ensure that oversight systems support regulatory activities efficiently, consistently and effectively.
The role combines system configuration, business analysis, systems analysis, platform administration, management information reporting and continuous improvement responsibilities. The postholder will identify business needs, analyse processes and data, configure system functionality, coordinate testing, support releases and drive continuous improvement across oversight systems.
The postholder will develop and maintain expert knowledge of SARG oversight processes, FSOM product capabilities and associated oversight platforms, acting as the recognised subject matter expert and technical authority for oversight systems. The role will provide authoritative advice on system capability, configuration, optimisation and best practice use, supporting the successful adoption and continuous improvement of digital oversight services.
The role will support the FSOM ambition of delivering a modern, simple and accurate oversight platform that enhances regulatory effectiveness, improves user experience and delivers operational efficiencies across SARG.
Core Accountabilities
- Act as the recognised subject matter expert and technical authority for the Surveillance & Oversight platform.
- Ensure the Surveillance & Oversight platform effectively supports regulatory oversight, certification and surveillance activities through appropriate configuration, optimisation and continuous improvement.
- Ensure system configuration, workflows and business rules remain aligned with agreed business processes, governance requirements, regulatory obligations and operating model standards.
- Drive adoption of new system capabilities and standardised ways of working across SARG to maximise business benefits and operational effectiveness.
- Ensure system changes are appropriately assessed, tested, documented and implemented to support operational effectiveness and minimise business risk.
- Identify opportunities to improve system performance, user experience, efficiency, standardisation and automation across oversight activities.
- Support the successful embedding of FSOM capabilities into business-as-usual operations and ensure expected business benefits are realised.
- Build and maintain effective relationships with Operational teams, Product Owners, Delivery teams, suppliers and technical stakeholders to support successful product outcomes.
- Identify, assess and escalate risks, issues and dependencies that may impact system performance, user adoption, regulatory compliance or delivery of oversight outcomes

- Translate business needs into functional and non-functional requirements, user stories and acceptance criteria.
- Analyse current state processes and design future state processes that maximise the benefit of FSOM and other digital services.
- Support prioritisation of business requirements and change requests aligned to strategic objectives.
- Facilitate workshops, stakeholder meetings and process reviews to gather insight and build consensus.
- Configure and maintain business system functionality, including workflows, forms, permissions, business rules and system settings.
- Lead the business configuration, testing and implementation activities associated with approved system enhancements, upgrades and releases
- Assess system issues and determine root causes involving process, system design, integrations, data quality or user behaviour.
- Ensure systems remain aligned to operational and regulatory requirements.
Data & Management Information
- Analyse operational and system data to identify trends, risks, opportunities and performance improvements.
- Develop and maintain management information and performance reporting.
- Monitor system usage, adoption and performance metrics.
- Support data quality improvement initiatives and ensure data integrity across oversight systems.
Testing & Quality Assurance
- Develop and coordinate test plans, test scenarios and acceptance criteria.
- Verify that delivered solutions meet business requirements, operational needs and quality standards.
- Support release planning, deployment and implementation activities.
- Ensure defects, issues and enhancement requests are appropriately documented, prioritised and resolved.
- Validate that system changes achieve intended business outcomes and comply with agreed governance and regulatory requirements.
- Communicate system developments, outages, releases and enhancements effectively.
- Challenge assumptions and provide evidence-based recommendations.
- Work collaboratively across SARG, ISD, Portfolio Delivery and external suppliers.
User Support, Training & Continuous Improvement
- Provide expert guidance and specialist support for oversight systems, ensuring effective adoption and consistent use across SARG.
- Develop training materials, user guides and knowledge articles.
- Deliver train-the-trainer capability and support user adoption activities.
- Identify opportunities for automation, simplification and standardisation.
- Maintain system documentation, process maps and support materials.
- Promote best practice use of systems and drive continuous improvement across oversight activities.
Influencing Others
- Influence adoption of standardised processes and system usage across SARG.
- Influence product and platform decisions through analysis and technical expertise.
- Influence stakeholders through evidence-based recommendations.
Decision Making
- Determine the most appropriate system configuration approach to support business and regulatory requirements.
- Recommend process, configuration, reporting and data improvements.
- Assess impacts of proposed system changes and recommend options.
- Escalate matters relating to product strategy, roadmap prioritisation and investment decisions to the Product Owner and Product Manager.
About You
Essential
- Demonstrable ability to act as a subject matter expert for business systems, providing advice, guidance and recommendations on system capability, configuration and best practice use.
- Experience supporting, configuring or administering business-critical systems, platforms or enterprise applications.
- Experience analysing and documenting business requirements and translating them into workable system solutions.
- Experience configuring system functionality, including workflows, permissions, forms, templates, business rules or related platform capabilities.
- Experience planning, coordinating and supporting system testing, including User Acceptance Testing (UAT).
- Experience working with business stakeholders, technical teams and third-party suppliers to deliver system improvements.
- Strong analytical and problem-solving skills, with the ability to assess complex business and system issues.
- Strong stakeholder management, facilitation and communication skills, with the ability to communicate effectively with both technical and non-technical audiences.
- Ability to manage competing priorities and deliver outcomes in a complex and evolving environment.
- Experience developing user guidance, training materials or supporting the adoption of new systems and ways of working.

Desirable
- Experience supporting surveillance, certification, audit, compliance, quality management or case management systems.
- Knowledge of data governance, information management and data quality practices.
- Experience supporting large-scale system transformation or transition from legacy systems to modern digital platforms.
Additional Information
For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years’ time. Our move is driven by strategic, operational and environmental considerations.
We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers.
We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028
