Role Overview
We are looking for a Technology Consulting Manager to lead the delivery of complex, tech-enabled change and transformation programmes across the public sector & highly regulated environments, with the opportunity to make a real impact to the experience and lives of UK residents. You will be accountable for end-to-end delivery, bringing together people, process, data and technology to ensure digital services are delivered in line with government standards. You will manage multi-disciplinary teams working across cloud platforms, data services, automation & emerging AI enabled solutions. This is a senior delivery role for an ambitious individual who can combine strong technical literacy with commercial & operational accountability, through owning delivery outcomes, capacity, budgets and performance whilst supporting our clients design & deliver the next generation of public facing services.
Responsibilities
- Own and manage end-to-end delivery of complex, GDS-aligned digital services and transformation initiatives.
- Lead and coordinate multidisciplinary delivery teams across engineering, architecture, data, and product.
- Manage delivery budgets, forecasts, and financial performance, ensuring transparency, control, and value for money.
- Plan and manage team capacity, resourcing models, and demand across multiple workstreams and delivery phases.
- Work closely with Solution Architects and technical leads to ensure delivery plans align with architectural intent and technical constraints.
- Embed agile and product-led delivery practices suitable for public sector governance and assurance.
- Support delivery of data-driven, automated, and AI-enabled capabilities, ensuring delivery risks and dependencies are understood and managed.
- Own delivery metrics, reporting, and value-stream visibility, using data to inform decisions and manage risk.
- Proactively identify and mitigate delivery, technical, financial, and organisational risks.
- Coach and support Delivery Managers, Scrum Masters, and team leads, raising delivery maturity across teams and clients.
- Support organisational change and capability uplift, helping clients embed sustainable delivery and operating models.

About the Candidate
- Proven experience as a Technology Manager leading complex technology programmes in public sector or regulated environments.
- Strong understanding of GDS Service Standards, agile delivery, and public-sector assurance and governance models.
- Demonstrable experience managing delivery budgets, forecasting, and financial controls within a consulting or programme environment.
- Experience planning and managing delivery team capacity, resourcing, and demand across multiple teams or workstreams.
- Strong technical literacy across cloud platforms, data services, integrations, and automation, with growing exposure to AI-enabled delivery.
- Experience working closely with architects and engineering teams to balance delivery pace, quality, and risk.
- Confident engaging senior stakeholders (including C-level), with an understanding of commercial, contractual, and consulting dynamics.
- A strong leadership and coaching mindset, with experience developing delivery capability in others.
- Comfortable operating under pressure, bringing clarity, confidence, and control to complex delivery environments.
- Interest in evolving delivery practices to support responsible AI adoption in public sector digital services.
