Global Regulatory Change Management Senior Officer

The successful candidate will have experience in global financial services, risk management and be able to demonstrate comprehensive regulatory knowledge and interpretation and Technology and Cyber domain expertise.

Role / Team Overview:

The Technology and Cyber Compliance and Operational Risk Office (TCCORO) is part of Citi’s Second Line of Defense (2LOD). Our mission is to drive comprehensive and consistent practices designed to identify, measure, monitor, report and manage operational and compliance risks while promoting the implementation of actions to address root causes which may lead to unintended operational losses or regulatory breaches. TCCORO provides the specialist subject matter experts to challenge Enterprise, Infrastructure, Operations and Technology entities across the firm. We are the technology and cyber conscience of the bank. In line with the Operational Risk Management (ORM) and Independent Compliance Risk Management (ICRM) frameworks, we aim to ensure that the internal controls that are designed to mitigate technology and cyber risks are managed, mitigated, and aligned with our risk appetite.

This role will serve as TCCORO’s Global Regulatory Change Management Senior Officer and will manage a team of regulations management subject matter experts (SMEs) across multiple jurisdictions, implementing robust processes and reporting to ensure effective and timely adherence to all regulatory change management program requirements, in overseeing the Tech & Business Enablement (TB&E) Organisation.

The Regulatory Change Management Senior Officer is part of TCCORO’s Global Compliance Function, responsible for assisting with internal strategies, policies, procedures, processes, and programs to prevent violations of law, rule, or regulation and design and deliver a risk management framework that maintains risk levels within the firm's risk appetite to protect the franchise.

Regulatory Change Management is the ongoing process of identifying, evaluating, and monitoring new or revised laws, rules, and regulations (LRRs) to update the Financial Regulatory Inventory - the authoritative repository of regulatory requirements applicable to Citi.

What you’ll do:

  • Management of TCCORO’s Global Regulatory Change Management process, establishing internal strategy, processes and procedures to ensure all programmatic requirements are met.
  • Leading and developing a team of Regulatory Change Management SMEs across multiple jurisdictions in assessing applicability of regulatory changes as they apply to the TB&E Organisation.
  • Ensuring robust 2LOD review, and credible challenge of Impact Assessments and Action Plans performed by the TB&E Organisation, resulting in a comprehensive analysis of LRR's impact.
  • Oversee TCCORO’s Cluster Teams oversight of Regulatory Change Management responsibilities for their respective jurisdictions, ensuring global alignment in delivery.
  • Close partnership and ongoing engagement with key stakeholders (GAU owners, Risk & Control, Country Risk Compliance Officers, Central Regulatory Change Program) to drive appropriate mapping of LRR’s to TB&E GAU’s.
  • Providing guidance on LRR’s relating to TB&E.
  • Representing TCCORO on Regulatory Change Management working groups.
  • Support Citi’s Risk & Control Assessment (MCA) testing to ensure TCCORO’s adherence to Key Regulatory Change Management Controls.
  • Development, maintenance, and socialization of TCCORO Regulatory Change Management reporting to key stakeholders. Feed into existing Citi-wide reporting including Business Risk & Control Committees (BRCC) & Independent Compliance Risk Management (ICRM) Deep Dive.
  • Identify continuous improvement opportunities, including leveraging AI for the Regulatory Change Management program, socializing with the program owners, and attending forum meetings to discuss improvement ideas.
  • Preparing communications and reports, and developing associated presentations for senior management, stakeholders, and regulatory engagements where required.
  • Respond to regulator, Internal and External Audit information requests.

What we’ll need from you:

  • Extensive relevant experience in Banking, Finance, or related consulting role.
  • Proven experience in compliance risk management with the ability to demonstrate a comprehensive understanding of regulatory change management subject matters.
  • Demonstrated ability of establishing internal strategies, procedures, and processes to adhere to risk management frameworks.
  • Knowledge of global LRRs impacting the TB&E organization.
  • Ability to interpret and analyse complex LRRs​.
  • Understanding of regulatory intent and supervisory expectations.
  • Knowledge of Citi’s TB&E organization and GAU structure/activities.
  • Ability to translate regulatory obligations into Tech/Cyber compliance expectations.
  • Proven track record of people management experience​ and leading and developing successful teams across jurisdictions.
  • Exceptional relationship management skills; must be able to address and resolve conflict while maintaining relationships.
  • Ability to effectively communicate complex topics to a broad audience.
  • Strong analytical skills, including the ability to filter, prioritize and validate potentially complex material from multiple sources.
  • Ability to effectively prioritize complex projects and the skills to adapt quickly to new challenges and concepts, capable of navigating ambiguity and problem-solving issues in a heavily matrixed corporate environment.
  • Highly organized and motivated self-starter with strong attention to detail and a teamwork-oriented approach.
  • Proficiency in MS Office applications (Excel, PowerPoint, SharePoint).
  • Bachelor’s/University degree, master’s degree preferred.
  • Legal degree and/or training would be beneficial.
