Job Summary
The Temporary Works Coordinator (TWC) is responsible for the safe planning, coordination, control, implementation and assurance of all Temporary Works activities across the IERRT Project.
The role leads all aspects of Temporary Works management, including design coordination, submissions, approvals, compliance, programming, inspections, maintenance and dismantling. The TWC shall ensure that all Temporary Works are designed, reviewed, constructed, inspected and removed in accordance with project requirements, statutory legislation, company procedures and industry best practice.

- PAS 8811 – Temporary Works: Major Infrastructure Client Procedures – Code of Practice
- PAS 8812 – Temporary Works: Application of European Standards in Design – Guide
- Construction (Design and Management) Regulations 2015
- Health and Safety at Work etc. Act 1974
- Management of Health and Safety at Work Regulations 1999
- Other relevant statutory legislation and industry standards.
The TWC is responsible for maintaining and implementing the project's Temporary Works Procedure and ensuring all Temporary Works activities are managed in accordance with established governance and assurance requirements.
Working closely with construction teams, design consultants, subcontractors and stakeholders, the Temporary Works Coordinator will oversee the full Temporary Works lifecycle, ensuring robust design management, approvals, inspections and control processes are followed.
The Temporary Works Coordinator shall have sufficient authority to perform the role effectively, including the authority to stop work where Temporary Works are considered unsafe, non-compliant or are not being constructed in accordance with approved designs and procedures.
Key Responsibilities
Leadership and Coordination
- Act as the primary point of contact between Temporary Works Designers, Independent Design Checkers, Temporary Works Supervisors, construction teams and subcontractors.
- Coordinate all Temporary Works activities across the IERRT Project.
- Assist the Designated Individual (DI) in implementing and maintaining the Temporary Works management process.
- Develop, maintain and continually improve Temporary Works procedures and ensure their effective implementation across the project.
- Ensure responsibilities for Temporary Works are clearly allocated, communicated and accepted by relevant parties.
- Appoint and manage Temporary Works Supervisors (TWS) where required.
- Coordinate multidisciplinary teams to achieve safe and efficient Temporary Works solutions.
- Provide reports and updates to senior management and project leadership teams as required.
Design Management and Assurance
- Ensure suitable Temporary Works design briefs are prepared by the construction team and reviewed and approved prior to design.
- Coordinate the appointment of competent Temporary Works Designers and Independent Design Checkers.
- Ensure all Temporary Works designs are completed, independently checked and approved before construction commences.
- Ensure independence of the design checking process by delegating checks to suitably competent individuals where required.
- Verify that appropriate design risk management has been undertaken throughout the design process.
- Ensure Temporary Works designs are made available to relevant stakeholders where necessary.
- Maintain all Temporary Works design records including drawings, calculations, specifications, approvals and supporting documentation.
- Ensure design assumptions, constraints and limitations are clearly communicated to delivery teams.

Construction, Inspection and Control
- Ensure construction teams receive full details of approved Temporary Works designs, associated method statements and installation requirements.
- Verify that Temporary Works are constructed in accordance with approved drawings, calculations and specifications through the Temporary Works Supervisor.
- Ensure all hold points, inspections and approvals are completed before works proceed.
- Ensure Temporary Works inspections are completed before loading, use or occupation.
- Review actual site conditions against design assumptions and ensure appropriate action is taken where deviations are identified.
- Ensure any proposed changes to Temporary Works are reviewed against the approved design and controlled through a formal change management process.
- Suspend or stop work where Temporary Works do not comply with approved procedures or present unacceptable risk.
- Ensure Temporary Works are properly maintained throughout their operational life.
- Monitor compliance with loading procedures and loading method statements.
- Ensure formal permits or certificates are issued for erection, loading, use and dismantling as required.
Temporary Works Register and Documentation
- Maintain the Temporary Works Register and monitor the status of all Temporary Works packages.
- Ensure all Temporary Works documentation, approvals, inspection records, permits and certificates are accurately maintained and retained.
- Monitor key Temporary Works activities and provide progress reporting to the project team.
- Ensure audit records and assurance documentation are maintained in accordance with project requirements.
Stakeholder Management
- Support construction teams through planning meetings, design reviews, workshops and risk assessments.
- Liaise with clients, designers, Principal Designers, subcontractors and other stakeholders regarding Temporary Works matters.
- Promote collaboration between engineering, construction and supplier teams to achieve safe and efficient delivery.
Health, Safety And Environmental Responsibilities
- Promote the highest standards of health, safety and environmental performance throughout all Temporary Works activities.
- Ensure all Temporary Works are planned, designed and executed in compliance with company procedures and statutory requirements.
- Participate in site inspections, audits, assurance reviews and safety tours.
- Ensure Temporary Works Risk Assessments and Method Statements (RAMS) are suitable and sufficient.
- Ensure lessons learned and improvement opportunities are captured and implemented.
- Promote behavioural safety and a positive safety culture throughout the project.
- Challenge unsafe behaviours and practices and stop work where required.
- Ensure environmental considerations are incorporated into Temporary Works planning and execution.

Technical Skills And Competencies
- Excellent written, verbal and presentation communication skills.

Essential
Qualifications, Certifications and Experience
- Degree, HNC or HND in Civil Engineering, Construction Management or a related discipline.
- CITB Temporary Works Coordinator Certificate (or equivalent recognised training).
- Significant experience as a Temporary Works Coordinator on major civil engineering, infrastructure or heavy construction projects.
- Comprehensive understanding and practical application of BS 5975 Temporary Works procedures.
- Experience coordinating Temporary Works Designers, Supervisors and Independent Design Checkers.
- Experience managing Temporary Works registers and design assurance processes.
- CSCS Black Card or equivalent management-level CSCS card.
- SMSTS (Site Management Safety Training Scheme).
- Full UK Driving Licence.
Desirable
- Chartered Engineer (CEng) or Incorporated Engineer (IEng) status, or working towards professional registration.
- Membership of a recognised professional institution (ICE, IStructE or equivalent).
- Experience working under NEC forms of contract.
- Experience delivering major infrastructure, transportation, marine, highways, rail or heavy civil engineering projects.
- Knowledge of geotechnical, structural and marine Temporary Works systems.
