About The Role
Temporary Works Management
- Develop, implement, and maintain the company's Temporary Works Management Procedure.
- Establish arrangements for the identification, categorisation, design, checking, approval, installation, inspection, alteration, and removal of temporary works.
- Maintain the company's Temporary Works and live scaffold registers and ensure it remains current.
- Establish appropriate Temporary Works Categories and ensure the level of design/checking is proportionate to the risks.
- Ensure temporary works are properly considered during pre-construction planning, design, and construction activities.
- Review temporary works proposals and provide competent technical advice to project teams.
- Ensure appropriate Temporary Works Coordinators (TWCs) are appointed to projects.
- Provide support, guidance, and oversight to TWCs and site management teams.
- Ensure temporary works are subject to appropriate design, independent checking, and approval before implementation.
- Ensure temporary works are not altered or modified without appropriate authorisation.
- Monitor the condition and performance of temporary works throughout their use.
- Ensure temporary works are formally released for dismantling/removal when appropriate.
Scaffold Contractor Management
The Temporary Works Manager will have specific responsibility for the management and assurance of scaffold contractors working on company projects.
Responsibilities will include:
- Establish and maintain a company-wide scaffold management standard.
- Define minimum competency, experience, and qualification requirements for scaffold contractors.
- Assess and approve scaffold contractors prior to appointment, where required.
- Ensure scaffold designs are produced by suitably competent persons where design is required.
- Review scaffold contractors' RAMS, design information, and inspection arrangements.
- Establish requirements for scaffold inspections, including following adverse weather, significant alteration, or events that may affect stability.
- Ensure scaffold tagging and inspection systems are appropriately implemented.
- Monitor scaffold contractors' performance through site inspections and audits.
- Investigate scaffold-related incidents, defects, and non-conformances.
- Monitor contractor performance and recommend suspension/removal from approved contractor arrangements where standards are not met.
Site Temporary Works Assurance
The Temporary Works Manager will undertake regular visits to operational sites to provide assurance that temporary works are being appropriately managed.

This will include:
- Conducting temporary works inspections and assurance audits.
- Reviewing Temporary Works Registers.
- Checking that designs and calculations are available and appropriately checked.
- Verifying that temporary works have been installed in accordance with approved designs.
- Checking inspection and maintenance arrangements.
- Identifying unauthorised alterations or inappropriate use of temporary works.
- Checking that temporary works remain suitable as site conditions change.
- Providing advice to Site Managers, Project Managers, and TWCs.
- Escalating significant temporary works concerns immediately.
- Tracking corrective actions through to completion.
- Identifying trends and recurring issues across projects.
Temporary Works Risk Management
- Ensure temporary works hazards are appropriately identified within project risk assessments.
- Provide advice regarding temporary works risks within RAMS and construction planning.
- Ensure temporary works are considered within the project's construction phase planning.
- Review high-risk temporary works activities and provide additional assurance where required.
- Identify interfaces between permanent and temporary works.
- Consider foreseeable loading, environmental, and construction conditions.
- Ensure temporary works are considered when sequencing construction activities.
- Provide advice on emergency arrangements relating to temporary works failures or instability.
Leadership & Communication
- Act as the company's subject matter expert for temporary works.
- Provide leadership to TWCs and site teams.
- Work closely with Project Managers, Construction Managers, Site Managers, Engineers, and HSEQ teams.
- Establish effective communication between design teams, contractors, and site personnel.
- Promote early engagement with temporary works specialists.
- Encourage a proactive rather than reactive approach to temporary works.
- Challenge unsafe or non-compliant practices.
- Provide regular reports to senior management on temporary works performance and risk.
Person Specification
Essential
- Strong understanding of temporary works principles and processes.
- Good understanding of scaffold inspection and compliance requirements.
- Experience working on construction sites and undertaking site inspections.
- Understanding of BS 5975 and temporary works procedures.
- Understanding of CDM Regulations.
- Ability to identify temporary works risks and challenge inadequate controls.
- Strong communication and influencing skills.
- Ability to work with contractors, designers, and project teams.

Desirable
- Temporary Works Coordinator (TWC) experience/training.
- Temporary Works Supervisor (TWS) experience/training.
- CITB/industry-recognised temporary works training.
- Scaffold inspection qualification/experience.
- CISRS knowledge/experience or experience managing CISRS-qualified scaffold contractors.
- Engineering or construction-related qualification.
- Experience developing company temporary works procedures.
- Experience auditing temporary works systems.
