Job Title: Temporary Works Manager
Location: HM Naval Base, Portsmouth (HMNBP)
Service Area: EnACT, Asset Management
Hours of Work: 37 hours per week
Contract Type: Permanent

What you will be doing:
As Temporary Works Manager, you will lead the governance, coordination, and assurance of all Temporary Works activities across Portsmouth Naval Base under KBS Maritime management and control.
You will ensure that Temporary Works delivered by KBS Maritime, contractors, and specialist suppliers are planned, managed, and executed safely, compliantly, and efficiently, in line with CDM 2015, BS5975, MOD Technical Standards, and KBS Maritime procedures.
Key responsibilities will include:
- Leading and developing the Temporary Works function, including the Temporary Works Supervisor and Temporary Works Coordinators.
- Management of the Temporary Works Register.
- Providing expert advice and oversight on all Temporary Works activities across infrastructure projects, facilities improvement programmes, planned maintenance, reactive maintenance, and operational delivery activities.
- Ensuring Temporary Works are identified, categorised, designed, independently checked, authorised, inspected, maintained, and dismantled through a robust and auditable process.
- Acting as the subject matter expert and principal point of contact for Temporary Works across the business.
- Working closely with Technical, Operations, SHE, Projects, Design Management, and Service Delivery teams to ensure consistent standards and compliance.
- Coordinating with contractors, consultants, and specialist subcontractors to ensure Temporary Works are delivered safely and effectively.
- Driving compliance with legislative, industry, and client requirements, including CDM 2015, BS5975, and MOD standards.
- Providing assurance, monitoring, and reporting on Temporary Works performance, risks, and compliance.
- Supporting project and operational teams in the planning and delivery of Temporary Works solutions that enable safe and efficient execution of works.
- Promoting a strong culture of safety, engineering excellence, and continuous improvement across all Temporary Works activities.
What you will bring:
- Extensive experience in Temporary Works management, with a strong foundation in scaffolding operations, design interfaces, and compliance.
- A thorough understanding of BS5975, CDM 2015, and Temporary Works best practice.
- Proven experience overseeing Temporary Works within construction, infrastructure, maintenance, or engineering projects.
- The ability to provide technical assurance across a range of Temporary Works activities, including scaffolding, excavations, propping, access systems, barriers, and other specialist solutions.
- Experience coordinating multiple stakeholders, including operational teams, project managers, designers, contractors, and subcontractors.
- Strong leadership skills with a track record of developing teams, driving compliance, and promoting a positive safety culture.
- The confidence to challenge non-compliance, manage risk, and make sound engineering decisions in a complex environment.
- Experience undertaking audits, inspections, and assurance activities to maintain high standards of safety and performance.
- Excellent communication and influencing skills, with the ability to engage effectively at all levels of the organisation.
- A continuous improvement mindset, using lessons learned and performance data to enhance processes and standards.

About you:
- You hold a degree, HNC, or HND in Civil Engineering, Structural Engineering, or a related discipline, or can demonstrate equivalent industry experience.
- You are qualified as a Temporary Works Coordinator (TWC) or hold an equivalent Temporary Works management qualification.
- You possess a valid SMSTS qualification and champion safe working practices at all levels.
- You have a strong understanding of CDM Regulations 2015, BS5975, and Temporary Works governance principles.
- You have significant experience managing Temporary Works within complex construction, infrastructure, engineering, or operational environments.
- You bring hands-on experience of high-risk Temporary Works activities, particularly scaffolding, as well as excavations, structural support systems, and other specialist Temporary Works solutions.
- You are a confident leader who can build strong relationships, influence stakeholders, and drive a culture of safety, compliance, and engineering excellence.
- You are comfortable working across multidisciplinary teams, collaborating with operational, project, technical, and contractor organisations to achieve successful outcomes.
It would be beneficial if you also have:
- Chartered Engineer (CEng) or Incorporated Engineer (IEng) status, or are working towards professional registration.
- Experience within defence, maritime, nuclear, or other highly regulated infrastructure environments.
