Are you an experienced tendering and commercial professional with a strong background in preparing bids, managing procurement processes and developing contractual documentation? We’re looking for a Tendering Specialist to lead the development and management of tenders for waste, recycling and environmental services across the UK.
This is an opportunity to combine your expertise in tender preparation, contract drafting, supplier evaluation and commercial negotiations with a growing focus on sustainability and the circular economy.
The Role
As a Tendering Specialist, you’ll take ownership of the end-to-end tendering process for waste, recycling and environmental services.
You’ll develop tender documentation, prepare specifications and scopes of work, coordinate supplier submissions, evaluate commercial proposals and support negotiations through to contract award.
Working closely with procurement, legal, sustainability, finance and operational stakeholders, you’ll ensure tenders are commercially robust, clearly specified and aligned with the organisation’s operational and sustainability objectives.
The role would suit someone who enjoys writing and managing tenders, working with detailed contractual documentation and engaging with suppliers, while also wanting to contribute to wider environmental and circular economy initiatives.
Key Responsibilities
Tendering & Procurement
- Lead the end-to-end tendering process for waste, recycling and environmental services.
- Develop and write ITT/RFP documentation, scopes of work, specifications, evaluation criteria, SLAs and KPIs.
- Coordinate tender timelines, supplier communications, clarification processes and submissions.
- Evaluate supplier responses against technical, commercial and contractual requirements.
- Analyse pricing proposals, commercial models and service methodologies.
- Prepare tender evaluation reports and recommendations for internal stakeholders.
- Support supplier negotiations and the transition from tender award through to contract implementation.
- Maintain accurate tender and procurement documentation throughout the process.

Contract & Commercial Support
- Draft, review and maintain contracts, and contractual documentation.
- Ensure tender requirements are accurately reflected in final contractual agreements.
- Support contract renewals, extensions, variations and amendments.
- Identify opportunities to improve commercial value, service performance and contractual outcomes.
- Work closely with legal and procurement teams to ensure appropriate contractual and commercial protections are in place.
Supplier & Stakeholder Management
- Build effective relationships with suppliers and service providers throughout the tender process.
- Manage supplier queries, clarifications and commercial discussions.
- Work with internal stakeholders to understand requirements and translate them into clear tender documentation.
- Coordinate input from procurement, legal, finance, sustainability and operational teams.
- Support supplier negotiations and resolve issues arising during the tender and implementation process.
Sustainability & Circular Economy
- Incorporate waste reduction, recycling, resource efficiency and circular economy requirements into tender specifications.
- Identify opportunities to improve environmental outcomes through supplier selection and contractual requirements.
- Monitor developments in waste legislation, sustainability requirements and market practices.
- Ensure sustainability objectives are reflected in tender evaluation criteria and supplier KPIs.

You’ll bring:
- Proven experience managing end-to-end tendering and procurement processes.
- Strong experience writing tenders, ITTs/RFPs, scopes of work and specifications.
- Experience drafting, reviewing or managing commercial contracts.
- Strong supplier evaluation and negotiation experience.
- Excellent written communication and attention to detail.
- The ability to translate complex operational requirements into clear, commercially robust tender documentation.
- Strong stakeholder management skills and the confidence to work across procurement, legal, finance, sustainability and operational teams.
- Excellent analytical and commercial skills, particularly around pricing and supplier proposals.
- Experience within waste, recycling, environmental services, facilities management, supply chain or another complex service environment would be advantageous.
- Experience using procurement, tendering, contract management or supply chain systems.
