In CIS, we deliver Rail Infrastructure systems for customers across the UK and internationally. Our portfolio includes the provision of event driven control and monitoring solutions tailored for Centralised SCADA & Line-wide systems, Stations & Utilities, Power SCADA, Control Systems, Tunnel Ventilation, M&E, and many more. We undertake the full engineering delivery life cycle across various projects.
We are seeking an experienced Test & Commissioning Manager to lead the safe and efficient delivery of Testing & Commissioning activities for the HS2 Operational Telecommunications and Security package. Working closely with project managers, design and installation teams, customers and suppliers, you will oversee the planning, coordination and assurance of testing and commissioning activities, ensuring compliance with contractual, regulatory and engineering requirements while driving technical leadership and engineering excellence to support the successful delivery of operational railway systems.
You’ll make an impact by
- Leading and developing a team of Test & Commissioning Engineers, providing technical leadership, mentoring and support to ensure successful project delivery.
- Planning and managing resources, Test & Commissioning strategies, schedules and delivery activities to meet programme milestones and business objectives.
- Collaborating with design, installation, project management and customer teams to ensure Testing & Commissioning activities are fully integrated into project delivery programmes.
- Monitoring performance against cost, quality and programme targets, proactively identifying risks and implementing mitigation plans to minimise delivery impact.
- Ensuring all testing and commissioning activities comply with relevant standards, specifications and approved processes, whilst maintaining robust configuration and change control.
- Reviewing and approving Test Plans, Test Specifications, Test Records and Commissioning documentation, ensuring engineering evidence supports project acceptance and handover.

Your success will be grounded by
- Degree, HNC/HND or equivalent qualification in Engineering, Telecommunications, Electronics, Information Technology or a related discipline.
- Significant experience delivering Testing & Commissioning activities within a rail, telecommunications, infrastructure or safety-critical environment.
- Strong understanding of systems engineering, integration, testing and commissioning principles.
- Experience leading multidisciplinary engineering teams.
- Knowledge of Network Rail standards and rail industry assurance processes.
- Demonstrable experience managing project risks, schedules and resources.
- Excellent communication and stakeholder management skills.
- Full UK driving licence and willingness to travel.
Desirable Requirements
- Professional registration (IEng, CEng or working towards).
- Experience of operational telecommunications systems including IP networking, transmission systems, radio systems or cybersecurity solutions.
- Knowledge of ETCS, GSM-R, SCADA, Operational Telecoms or railway communications systems.
- Experience of FAT, SAT, Site Acceptance and Operational Readiness processes.
- Prince2, APM or equivalent project management qualification.
- NEBOSH, IOSH or equivalent safety qualification.
