Senior Principal Cost Controls / Cost Manager

Location: Chiswick, London

Start Date: ASAP

Contract Type: Annually Renewable, Residential

IR35 Status: Inside IR35

Role Objective

Provide senior specialist leadership across project cost control and the wider Project Controls function. Proactively identify and resolve complex cost and commercial issues affecting project performance. Maintain accurate cost, revenue, forecast and contractual information to support timely project decisions. Influence project direction and resource allocation through clear analysis, forecasting and commercial insight.

Key Responsibilities

  • Interpret the project contract and support the Project Director in its effective application.
  • Provide cost-control input to the Project Execution Plan and ensure project controls systems are correctly established and maintained.
  • Coordinate financial, contractual and administrative project matters with Project Accounting.
  • Monitor project costs and revenues and prepare weekly, monthly or quarterly project reports as required.
  • Lead the project Change Management process and manage Project Risk and Opportunity Management (PROM).
  • Develop the monthly project Estimate at Completion (EAC).
  • Oversee cost and progress personnel in the completion of their assigned activities.
  • Maintain clear, accurate and auditable financial and contractual records.

Tasks

  • Support Project Accounting with the compilation and review of project invoices.
  • Evaluate, negotiate and agree costs and revenue with clients and subcontractors for changes to contract and subcontract work.
  • Support the development of claims, including back charges against subcontractors and vendors.
  • Assist with financial and contractual correspondence relating to the Project Controls function.
  • Monitor key contractual dates across the main contract and associated subcontracts.
  • Prepare contract supplements where this responsibility is not assigned to a Contracts Manager.
  • Attend meetings covering cost, progress, technical and contractual matters.
  • Support bid activities and Regional or Global Project Controls requirements as needed.
  • Benchmark project-controls information and incorporate lessons learned into future schedules, estimates and contract strategies.

  • Accurate cost, revenue, forecast and performance reports.
  • Monthly project EAC and supporting analysis.
  • Change-management, risk and opportunity records.
  • Contractual and financial correspondence, claims support and contract supplements.
  • Complete project close-out report and accurate final cost-control records.

  • Change registers, PROM records and claims-support documentation.
  • Client, subcontractor and vendor financial or contractual correspondence.
  • Project close-out report and benchmarking or lessons-learned information.

Decision Authority / Responsibility

  • Lead cost-control activities and provide specialist recommendations to the Project Director and wider project leadership.
  • Challenge cost, revenue and forecast information where evidence or assumptions are insufficient.
  • Recommend corrective actions, commercial strategies and resource priorities to protect project performance.
  • Provide oversight and direction to cost and progress personnel within a matrix project environment.

Requirements

  • Degree in Engineering, Construction, Business or a related field, or an equivalent combination of technical training and experience.
  • Minimum 12-15 years of relevant cost-control and project-controls experience.
  • Offshore project experience is required; subsea project experience is preferred.
  • Strong background within the oil and gas industry, ideally gained with an EPC or EPCIC contractor.
  • Experience managing project cost, revenue, forecasting, EAC, change, claims and risk or opportunity processes.
  • Supervisory or management experience within a matrix environment is preferred.
  • Progressive experience working for a contractor and partnering with Project Directors, Accounting, Contracts and delivery teams.
  • Familiarity with Primavera P6 and integrated project-controls processes.
  • Strong commercial judgement, analytical capability and stakeholder communication skills.
