The Intellectual Property Rights (IPR) Governance Manager is a role responsible for shaping and leading TikTok Shop's reactive IPR governance strategy across EMEA. The role will develop and improve policies, enforcement frameworks, escalation mechanisms, and rights-holder engagement programmes to address infringement risks while supporting sustainable business growth. The ideal candidate will have a deep understanding of brand owners' enforcement strategies, strong expertise in platform governance and IPR risk, exceptional stakeholder-management skills, and a proven ability to lead high-impact cross-functional initiatives in a fast-paced environment.
Responsibilities
- Define and lead the development and iteration of end-to-end marketplace IPR policies, ensuring full alignment with legal requirements and business objectives. Serve as the subject-matter expert on IPR governance risks and emerging trends, supporting the business- and consumer-protection efforts of GNE regional teams.
- Partner with cross-functional teams to identify and resolve complex policy challenges, balancing business growth with proactive risk mitigation.
- Monitor marketplace trends, benchmarks, and regulatory developments to anticipate evolving policy needs and opportunities. Act as a bridge between IPR specialists and internal technical teams, building early risk-detection mechanisms powered by consumer feedback and brand-owner reports.
- Drive the end-to-end rollout of policies and ensure consistent adoption across internal teams and external stakeholders. Support regional teams in launching proactive programmes to minimise counterfeit, copycat, and other IPR risks across product listings and content scenarios.
- Establish frameworks to monitor policy adherence, surface risks, and drive corrective actions. Track media coverage and global events to anticipate brand-related risks, and leverage data to detect trends and resolve issues before they escalate. Define and monitor core governance metrics, including enforcement quality, response times, appeal accuracy, recurrence rates, and rights-holder satisfaction.
- Provide subject-matter leadership to cross-functional teams, fostering a culture of collaboration, accountability, and continuous improvement. Develop capabilities and tools that enable the broader team to investigate, manage, and resolve high-impact brand incidents and IPR escalations.

Qualifications
Minimum Qualification(s)
- Extensive experience in marketplace governance, trust and safety, e-Commerce risk, legal operations, or policy strategy and implementation.
- Deep expertise in navigating complex regulatory environments and resolving IPR-related compliance challenges.
- Exceptional strategic thinking and problem-solving skills, with a proven ability to translate business goals into actionable policy initiatives.
- Stakeholder-management skills, experience influencing executives and cross-functional leaders.
- Strong written and verbal communication skills, with the ability to articulate complex ideas effectively to diverse audiences.
- Proven track record of leading large-scale policy projects with significant business impact.
Preferred Qualification(s)
- Extensive experience in relevant fields, particularly risk governance at e-Commerce or social media platforms, including building monitoring frameworks to assess the effectiveness of risk-governance solutions.
- Strong interpersonal and stakeholder-management skills, with the ability to build relationships and liaise effectively at all levels, including reporting to the management team.
- Solid program-management skills, with experience developing and executing large, complex project plans across business and technical stakeholders, monitoring progress, and ensuring timely delivery of outcomes.
- Strong critical thinking and analytical capabilities, with the ability to manage ambiguity and thrive in a fast-paced environment.
