TMO, Head of Governance
Location: Ireland, Dublin
Contract Type: Permanent
Working Model: Hybrid (3 days per week in the office)
Working Hours: Full-time
The successful candidate will have personally led complex transformation execution, not merely administered projects. They will combine strong governance and PMO/TMO capability with the judgement, pace and authority to challenge delivery leaders, expose issues early, broker cross-functional trade-offs and mobilize recovery action. Their focus will be measurable outcomes, timely decisions and sustained delivery momentum.
Some of the things you’ll be doing:
- Build, own and maintain the single integrated transformation roadmap across all Workstreams, translating strategy into sequenced, outcome-based delivery plans.
- Identify critical dependencies, milestones, decision points, sequencing constraints and resource conflicts early, and drive resolution before they affect delivery.
- Establish and run a disciplined 30/60/90-day execution rhythm, focused on clear outcomes and evidence of progress rather than activity-based reporting.
- Design and operate the transformation governance framework, including forums, decision rights, stage gates, escalation routes, reporting standards and change control.
- Drive accountability for every commitment, ensuring there are named owners, agreed dates, clear outcomes, transparent risks and blockers, and time-bound recovery actions.
- Lead action-oriented governance forums that make decisions, remove obstacles and maintain delivery pace, rather than creating additional reporting overhead.
- Maintain integrated RAID, decision, dependency, milestone and benefit-tracking disciplines, with a reliable single source of truth for the programme.
- Produce concise executive reporting that answers four questions: Are we on track? What has changed? What needs a decision? Where is intervention required?
- Provide independent challenge to workstream plans and status, validate evidence, test delivery confidence and escalate material variances promptly.
- Coordinate portfolio-level prioritisation, capacity and resource trade-offs, ensuring scarce expertise is directed to the outcomes that matter most.
- Partner closely with the Head of Transformation, workstream leaders, Finance, Risk, Technology and business leadership to convert decisions into action and sustain execution momentum.

- Lead and manage cross-functional teams, providing clear direction and guidance to ensure program success.
- Develop and execute program plans, including defining scope, setting timelines, and allocating resources.
- Ensure compliance with regulatory requirements and industry best practices across all program activities.
- Foster a collaborative and innovative culture, encouraging open communication and knowledge sharing among team members.
- Identify and mitigate risks, implementing effective risk management strategies to minimize program disruptions.
- Monitor and report on program progress, providing regular updates to stakeholders and senior leadership.
- Build strong relationships with internal and external partners, fostering a network of support for program initiatives.
- Stay updated on industry trends and advancements, incorporating new ideas and technologies into program strategies.
- Mentor and develop team members, providing guidance and support to enhance their skills and career growth.
- Ensure program deliverables meet or exceed expectations, maintaining high standards of quality and excellence.

QUALIFICATIONS
- A proven track record of leading complex, enterprise-wide transformations in regulated industries is essential.
- Demonstrated ability to manage cross-functional teams and drive successful program delivery.
- Strong leadership and communication skills, with the ability to inspire and motivate diverse teams.
- Excellent project management skills, including experience with program planning, execution, and risk management.
- Deep understanding of regulatory requirements and the ability to navigate multi-jurisdiction environments.
- Strategic thinking and problem-solving abilities, with a focus on innovative solutions.
- Experience in building and maintaining strong relationships with internal and external stakeholders.
- Proficiency in using project management tools and methodologies to track and report on program progress.
- A minimum of [insert number] years of experience in a similar program management role, preferably in a consulting or professional services firm.
- A relevant bachelor's degree in [insert field], with additional certifications or qualifications in project/program management being an advantage.
