Key Information

Job Title: Track Engineer (Band 3)

Salary: Up to £63,000 (dependent on skill, knowledge and experience)

Contract Type: Permanent / Full Time / Hybrid

Location: Hainault (with various onsite visits required)

Reference: SF5298

Hybrid working, within this role enables a balance of 50% of time split between the office and home over a 4-week period. Hybrid working arrangements can evolve subject to business requirements.

Overview of Role

Transport for London (TfL) Engineers are always looking forward. Join us in Track Engineering and, as well as maintaining legacy assets, you’ll deliver new systems and solutions. There’s more to it than Tubes, roads, buildings and bridges. This is about connecting communities and creating opportunities, so we’re ready for the 21st century and beyond.

As Track Engineer you will have a good understanding of Track Engineering, with a clear knowledge of TfL and wider industry theory and practice. This role supports the Senior Engineering Leader Track Technical Assurance in demonstrating that all staff undertaking maintenance or renewal of track assets are competent to do so and will work in collaboration with the Principal Engineer for Competence in setting and assuring the safety critical licensing framework. The successful applicant will have a basic understanding of how a competence management system operates and the aptitude to develop into the role to become an approved assessor and internal quality assurer. Training, mentoring and development will be provided to the successful candidate in order to enable development to full approved assessor and internal quality assurer status.

The key activities and requirements relating to the role are as follows:

  • You will have experience of working within a complex railway system such as London Underground, with multiple asset interfaces and risks
  • You will have a basic understanding of how the safety critical licence scheme for track operates
  • You will deliver competence evaluations, safety critical assessments and verification of assessments/assessment practice for the workforce (once qualified and accredited)
  • You will undertake technical reviews of contractor companies supplying hand back resource to TfL and will review their continued approval status once accredited to do so
  • You will possess a sound knowledge of track engineering standards and the ability to interpret changes to standard and implement changes to assessment material accordingly.
  • You will maintain the currency of your professional knowledge, in order to enable sharing of knowledge with colleagues, so as to contribute towards the strategic objective of demonstrating the workforce remain competent to carry out safety critical work on the track asset
  • You will be an effective communicator at all levels within the organisation
  • You will act as a role model representing Permanent Way Engineering, when engaging with candidates and suppliers through leading by example and demonstrating a commitment to continuous professional development.
  • You will monitor industry developments as appropriate to identify any adaptations or recommendations that are to be implemented to improve activities undertaken in your own area of work in order to continuously improve the competence management system.

Skills

Skills, Knowledge & Experience

  • Ability to communicate with stakeholders at all levels of the business - Essential
  • Ability to update existing documentation in relation to a standard change or initiate the development of new documentation following the introduction of new requirements – Desirable
  • Ability to communicate procedural requirements effectively to suppliers – Desirable
  • Ability to manage own time/workload effectively and report periodically on work completed in the period and highlight any emerging issues or trends of concern or interest - Essential
  • Ability to keep self-informed in relation to industry events which may have an impact on own area of work - Desirable

Knowledge

  • You will hold an industry recognised assessors qualification (A1,CAVA, D32/D33, ACWE etc) – Desirable but not essential
  • You will hold or be working towards attaining an award in the Internal Quality Assurance of Assessment Processes and Practice (6317 City and Guilds or equivalent) - Desirable but not essential
  • You will hold a safety critical licence T002 (Repaired Asset) T003 (Modified Asset) or alternatively you can demonstrate sufficient knowledge of the T002 and T003 safety licence types where an active licence is not currently held. – Essential
  • Competent in the use of basic Microsoft Office Packages (Words/Teams/Excel/Outlook etc) – Basic Training can be provided as required
  • Have a basic knowledge of the requirements of a competence management system in respect of industry best practice – Essential
  • Excellent knowledge of all London Underground Track engineering standards relevant to the safe hand back of the asset into service following repair or modification - Essential
  • Basic knowledge and understanding of ROGS and their application to TfL, specifically the requirements around safety critical work - Desirable
  • Detailed knowledge of track inspection, maintenance or renewals, gained through working in the track environment – Essential

  • Proven experience of working in a track inspection, maintenance or renewals environment - Essential
