Project Manager (Trade Surveillance Uplift)
Location: London (Hybrid, 2 days per week onsite)
Contract: 12 Months
Rate: £800 per day/UMB
We are seeking a Project Manager to lead the delivery of a strategic regulatory change programme within a leading international banking environment. The successful candidate will oversee the implementation of an enhanced Trade Surveillance capability, ensuring the project is delivered within agreed scope, timelines, budget, and governance requirements.
Working across Compliance, Technology, Data, Risk, and Front Office functions, you will manage project delivery from initiation through to implementation and handover, while providing clear reporting and effective stakeholder engagement throughout the project lifecycle.
Key Responsibilities
- Lead the end-to-end delivery of complex regulatory and business change initiatives.
- Develop and maintain project plans, governance frameworks, budgets, risks, issues, and dependencies.
- Coordinate cross-functional teams, including business stakeholders, subject matter experts, technology teams, and third-party suppliers.
- Drive the production and completion of project artefacts, including business cases, requirements, testing plans, implementation plans, and project reporting.
- Facilitate project governance forums, steering committees, and stakeholder meetings.
- Monitor progress against objectives and escalate risks or issues where appropriate.
- Ensure project deliverables are effectively transitioned into business-as-usual operations.
- Support the delivery of sustainable solutions that meet business, regulatory, and operational requirements.
- Promote transparency, accountability, and effective decision-making across the programme.

Skills & Experience
Successful candidates are likely to demonstrate experience in:
- Project management within financial services, banking, or capital markets environments.
- Delivery of regulatory, compliance, risk, conduct, or business transformation programmes.
- Managing complex stakeholder groups across multiple business functions.
- Leading projects involving Technology, Data, Operations, Compliance, or Risk teams.
- Budget management, planning, governance, and project reporting.
- Working within structured project delivery methodologies.

Experience in one or more of the following would be advantageous:
- Trade Surveillance programmes.
- Market Conduct or Market Abuse initiatives.
- Compliance technology implementations.
- Capital Markets or Investment Banking environments.
- Regulatory change programmes.
Qualifications
- Recognised project management qualification such as PRINCE2, PMP, Agile, or equivalent.

- Strong communication and stakeholder management skills.
- Ability to influence and collaborate across diverse teams.
- Organised and adaptable approach to project delivery.
- Strong problem-solving and decision-making capabilities.
- Comfortable working in a fast-paced and evolving environment.
