Summary

We are looking for a skilled Traffic Regulation Order (TRO) Engineer to join our team on a 2-month contract. This role is crucial in supporting Coventry City Council's Local Network Improvement Programme (LNIP) and other externally funded transport projects. The position involves managing the entire process of Traffic Regulation Orders (TROs) from preparation to implementation, ensuring compliance with statutory requirements and timely project delivery. The successful candidate will be an integral part of the Traffic Management Team, contributing to the development of capital highway and transport schemes across Coventry.

Responsibilities

  • Oversee the complete delivery process of Traffic Regulation Orders (TROs).
  • Prepare TRO schedules, notices, Statements of Reasons, and related documentation.
  • Coordinate statutory consultations and public engagement activities.
  • Review objections and representations, and prepare recommendations for decision-makers.
  • Collaborate with Legal Services to advance Orders through sealing and implementation.
  • Work closely with project managers, highway engineers, and transport teams to integrate TRO requirements into project plans.
  • Provide technical advice on traffic management measures and statutory obligations.
  • Prepare reports, briefing notes, and recommendations for senior officers and elected members.
  • Engage with elected officials, emergency services, transport operators, developers, businesses, and the public.
  • Respond professionally to inquiries, objections, and complaints regarding traffic regulations.
  • Maintain accurate records and monitoring data for all active TROs.
  • Support the implementation of completed Orders, ensuring all legal documentation is finalized before scheme delivery.

Essential Requirements

  • Experience in preparing and delivering Traffic Regulation Orders within a Local Authority or highways setting.
  • Comprehensive knowledge of the Road Traffic Regulation Act 1984 and related legislation.
  • Experience managing statutory and public consultation processes.
  • Proficiency in preparing technical reports and recommendations.
  • Experience in highway, traffic management, or transport schemes.
  • Ability to manage competing priorities and meet project deadlines.
  • Strong understanding of traffic management principles and highway legislation.
  • Excellent written and verbal communication skills.
  • Strong organizational and project management abilities.
  • Capability to analyze objections and present suitable recommendations.
  • Strong stakeholder engagement and negotiation skills.
  • Ability to work independently and as part of a multidisciplinary team.
  • Experience using GIS, CAD, or TRO Management Systems.

Desirable

  • Previous experience in a Local Authority setting.
  • Experience supporting capital transport programs.
  • Experience presenting recommendations to senior managers or elected members.
  • Professional qualification in Civil Engineering, Traffic Engineering, Transportation, or a related field.
