East West Rail
East West Rail is a nationally significant railway project which aims to deliver much-needed transport connections for the vibrant communities between Oxford, Milton Keynes, Bedford and Cambridge. Together these communities contribute around £111 billion to the national economy each year.
EWR is being championed by the Government as a key driver to economic growth leading to a potential £78 Billion boost to the UK economy: supporting new towns, housing, and regeneration.
Role Summary
This is a unique opportunity to turn strategy into reality, leading the development of the operational model that will underpin a safe, reliable and customer-focused railway.
You'll lead the creation of the Joint Concept of Operations (JCOO), bringing together train service delivery, customer experience, accessibility and command & control into one integrated operating model.
What you'll be doing
- Lead the development of Train Service Delivery across East West Rail.
- Own and evolve the Joint Concept of Operations (JCOO).
- Ensure operational plans are practical, deliverable and aligned with industry best practice.
- Lead and influence key industry partners, including Network Rail and Train Operating Companies.
- Drive operational readiness, resilience and disruption planning.
- Provide leadership across customer experience, accessibility and command & control functions.
- Translate strategic objectives into operational requirements for people, processes, systems and infrastructure.

What you'll bring
- Strong experience in train service delivery, railway operations or operational improvement.
- Deep understanding of the UK rail industry and operational environment.
- Experience developing operating models, frameworks or operational concepts.
- Exceptional stakeholder management and influencing skills.
- A strategic thinker who can deliver practical operational solutions.
- Strong leadership capability within complex, multi-stakeholder environments.
