Role Overview
The Transformation Director will lead the HR and workforce transition workstream for a major central government Facilities Management transformation programme.
This is a senior leadership role requiring significant experience of large-scale TUPE transfers, public sector employment frameworks, and workforce transformation within Facilities Management or estates services.
You will be responsible for designing and delivering the TUPE transfer and handover protocol for FM services. The future operating model is expected to be hybrid, combining directly employed resources with contracted delivery, so the role will cover both TUPE transfer activity and the workforce policy design required to support the new structure.
You will work alongside a Workforce Modelling and Capacity Analyst and an Employee Relations Specialist, providing senior leadership across the workstream and ensuring that workforce transition activity is aligned with the wider transformation programme.
What you’ll be doing
- Lead the HR and workforce transition workstream across the Facilities Management transformation programme.
- Design and deliver the TUPE transfer and handover protocol for services across a large, dispersed estate.
- Lead the planning and delivery of large-scale TUPE activity.
- Develop workforce policies and transition arrangements for a hybrid operating model combining directly employed and contracted resources.
- Provide strategic direction across workforce planning, organisational design, TUPE governance, and employee readiness.
- Work closely with the Workforce Modelling and Capacity Analyst and Employee Relations Specialist to ensure an integrated approach.
- Engage with executive leaders, departmental stakeholders, service providers, trade unions, and employee representatives.
- Ensure TUPE activity reflects public sector employment frameworks, consultation requirements, and relevant governance standards.
- Identify and manage workforce, employee relations, legal, operational, and delivery risks.
- Develop clear governance, decision-making arrangements, and escalation routes across the workstream.
- Oversee communications, consultation, readiness, and mobilisation activity relating to the TUPE transition.
- Translate programme objectives into practical workforce plans, policies, and implementation activity.
- Provide executive-level reporting, advice, and recommendations throughout the programme.
- Support the transition into the future operating model and ensure workforce arrangements are sustainable.
- Capture lessons learned and embed appropriate controls for ongoing workforce management.

What we’re looking for
- Significant experience leading large-scale HR transformation or workforce transition programmes.
- Demonstrable experience delivering large-scale TUPE transfers.
- Experience of inbound TUPE transfers into a public body would be highly advantageous.
- Strong working knowledge of public sector TUPE practice and employment frameworks.
- Experience within Facilities Management, estates services, or complex operational workforces.
- Strong understanding of hybrid operating models combining directly employed and contracted delivery.
- Experience of workforce planning, organisational design, and workforce policy development.
- Senior leadership experience with regular executive-level exposure.
- Strong employee relations, stakeholder engagement, and consultation capability.
- Experience working with trade unions, employee representatives, and external service providers.
- The ability to manage complex workforce risks across multiple sites and stakeholder groups.
- Strong governance, decision-making, and programme leadership skills.
- Confidence working in highly scrutinised central government environments.
- A practical, delivery-focused approach with the ability to move from strategy into implementation.
- Willingness to travel across the UK, including regular attendance at key offices in London and Birmingham.
