Lead the transformation of one of the UK's largest procurement functions

Are you an experienced programme or transformation professional with a track record of delivering complex organisational change? Birmingham City Council is looking for a Transformation Office Lead to drive the delivery of the Commercial and Procurement Service's Future Target Operating Model (FTOM).

This is a unique opportunity to establish and lead the Programme Management Office (PMO) for a high-profile transformation programme that will modernise how Commercial and Procurement Services operates. You'll oversee governance, programme delivery, benefits realisation and organisational change, ensuring the transformation delivers lasting improvements for the Council and the residents of Birmingham.


About The Role

As the Transformation Office Lead, you'll provide strategic leadership for the FTOM programme by:

  • Establishing and leading the Programme Management Office, embedding robust governance, controls and programme management disciplines.
  • Developing and maintaining programme documentation, including delivery plans, blueprints, benefits realisation strategies and governance frameworks.
  • Leading programme planning, ensuring dependencies, resources, risks and critical milestones are effectively managed across the transformation portfolio.
  • Monitoring programme performance, providing clear reporting and strategic insight to the Senior Responsible Owner (SRO), Programme Board and governance forums.
  • Leading organisational change activities, including stakeholder engagement, communications, business readiness and adoption planning.
  • Managing programme risks, budgets, resources and interdependencies, ensuring value for money and successful programme delivery.
  • Building strong relationships across Commercial and Procurement Services and the wider Council, creating the conditions for successful transformation and continuous improvement.

About You

We're looking for an experienced transformation leader who combines strategic programme management with excellent stakeholder engagement skills. You'll bring:

  • Significant experience leading programme management offices (PMOs) or delivering complex transformation programmes within large organisations.
  • Strong knowledge of programme governance, planning, risk management, benefits realisation and organisational change methodologies.
  • Experience managing complex stakeholder environments, building confidence, influencing senior leaders and securing organisational buy-in.
  • Excellent analytical and strategic thinking skills, translating long-term objectives into practical, deliverable plans.
  • Strong financial and commercial awareness, with experience managing programme budgets and resources.
  • Outstanding communication, leadership and relationship management skills, with the ability to engage confidently at executive level.
  • A recognised programme or project management qualification such as MSP, PRINCE2, APM (or equivalent professional experience).
