Job Description:

The Transition Manager is responsible for planning, governing, and executing the end-to-end transition of a large-scale managed services program supporting a leading UK Mobile Network Operator.

The role will lead the migration of people, processes, tools, knowledge, services, contracts, and operational responsibilities from incumbent customer teams, contractors, and third-party service providers into a new operating model.

The Transition Manager will ensure business continuity throughout the transition period while establishing the foundations for a successful long-term managed services operation and transformation program.

This position will play a pivotal role in integrating multiple organizations, minimizing operational risks, driving stakeholder alignment, and enabling the successful adoption of automation, AI-driven operations, and new ways of working.

The successful candidate will combine strong program management expertise, telecom operational knowledge, organizational change leadership, and exceptional stakeholder management skills.

Key Responsibilities:

Transition Strategy and Planning

  • Develop the overall transition strategy, governance framework, and execution roadmap.
  • Define transition workstreams, milestones, dependencies, and success criteria.
  • Create detailed transition plans covering: People, Processes, Tools, Knowledge transfer, Service governance, Facilities, Managed Services.
  • Establish transition control mechanisms and reporting structures.
  • Ensure readiness criteria are achieved before transitioning operational responsibility.

Transition Delivery Leadership

  • Lead the successful migration of services from existing providers into the managed services organization.
  • Coordinate all transition activities across customer, supplier, partner, and internal teams.
  • Drive issue resolution and escalation management.
  • Ensure all transition milestones are delivered on time and within agreed budgets.

People Transition and Workforce Integration

  • Lead all workforce transition activities including: Internal employees, Contractor resources, New hires.
  • Work closely with HR, legal teams, employee representatives, and customer organizations.
  • Support compliance with applicable labor legislation and transfer regulations.
  • Develop workforce integration plans.
  • Manage employee communications and engagement activities throughout the transition.
  • Minimize disruption and maintain morale during organizational change.

Knowledge Transfer Management

  • Develop and execute a comprehensive knowledge acquisition and transfer framework.
  • Identify critical operational knowledge assets.
  • Ensure effective capture of: Processes, Operational procedures, Network expertise, Customer-specific practices, In-flight projects, Historical performance information.
  • Validate readiness and capability before service take-over.
  • Establish knowledge repositories and governance mechanisms.

Service Readiness and Operational Acceptance

  • Define operational readiness criteria and acceptance frameworks.
  • Lead service readiness assessments before transition completion.
  • Ensure seamless transition of in-flight projects.
  • Validate: Processes, Skills, Tool access, Documentation, Governance structures, Reporting capabilities, Support models.
  • Coordinate operational acceptance sign-off with customer stakeholders.
  • Ensure no degradation of service throughout migration activities.

Supplier and Partner Transition Management

  • Manage transition activities involving incumbent suppliers and contractors.
  • Establish transition governance across all participating organizations.
  • Coordinate supplier obligations and deliverables.
  • Resolve conflicts and dependencies between multiple parties.
  • Ensure contractual transition requirements are met.
  • Maintain transparency on transition risks and progress.

Risk and Business Continuity Management

  • Develop and maintain the transition risk register.
  • Identify operational, technical, financial, contractual, and people-related risks.
  • Implement mitigation and contingency plans.
  • Ensure continuity of critical services during transition phases.
  • Minimize business disruption for both the customer and end users.

Governance and Reporting

  • Establish transition governance forums.
  • Lead: Daily transition reviews, Weekly governance meetings, Executive steering committees, Readiness reviews.
  • Produce executive-level reporting covering: Status, Risks, Financial impacts, Dependencies, Resource requirements.
  • Provide timely and accurate updates to the Program Director and customer leadership.

Change Management and Communication

  • Develop and execute the transition communication strategy.
  • Drive stakeholder engagement across all organizational levels.
  • Manage resistance to change.
  • Ensure alignment among customer teams, suppliers, and delivery organizations.
  • Support cultural integration and adoption of the future operating model.

Required Experience:

  • 10+ years experience in telecommunications, managed services, or large-scale outsourcing programs.
  • Proven experience leading transitions valued above GBP 10M.
  • Experience managing complex multi-vendor environments.
  • Strong background in Mobile Network Operations and Managed Services.
  • Experience transitioning: Network Operations Services, Optimization Services, PMO Services, Engineering Services.
  • Experience leading teams across onsite, nearshore, and offshore delivery locations.
  • Demonstrated experience in change management and organizational transformation.
  • Experience working directly with Tier-1 telecommunications operators.

  • Bachelor's Degree in Telecommunications, Engineering, Computer Science, or equivalent.

  • Prosci Change Management Certification desirable.
  • Lean Six Sigma certification advantageous.

Ideal Candidate Profile:

A highly organized and influential leader with deep experience transitioning large telecom managed services engagements. The individual should be capable of orchestrating complex migrations involving customer personnel, contractors, incumbent suppliers, processes, tools, and governance structures while ensuring uninterrupted service delivery. They must be equally comfortable engaging frontline operational teams, supplier management, and C-level customer stakeholders, creating the foundation for a successful five-year strategic partnership and transformation journey.
