Hays are delighted to be recruiting for an experienced Transport Manager on behalf of a public sector organisation. This is a fantastic opportunity for a transport professional with strong fleet compliance and operational management experience to play a key role in ensuring the safe, efficient, and compliant delivery of frontline services.

This is a hands-on, site-based position where you will act as the primary link between operational waste collection drivers and the fleet department, ensuring vehicles, drivers, and transport operations meet all legal and organisational requirements.

The Role

As Transport Manager, you will be responsible for overseeing transport compliance, fleet availability, vehicle maintenance, and driver management to ensure operational services are delivered effectively and safely.

Key responsibilities include:

  • Acting as the key liaison between operational drivers and the fleet department.
  • Ensuring all transport operations comply with relevant legislation, safety standards, and company policies.
  • Managing and monitoring driver compliance, including tachograph regulations, driving licence checks, and defect reporting procedures.
  • Ensuring drivers complete vehicle defect sheets accurately and in a timely manner.
  • Providing guidance, support, and training to drivers on transport regulations and best practice.
  • Serving as the subject-matter expert on transport legislation and compliance matters.
  • Managing vehicle availability to ensure sufficient fleet resources are available to meet daily operational requirements.
  • Working closely with fleet and workshop teams to coordinate vehicle allocation, servicing, maintenance, and repairs.
  • Liaising with internal and external maintenance providers to schedule planned servicing and respond to urgent repair requirements.
  • Monitoring vehicle maintenance schedules and ensuring all vehicles remain roadworthy and compliant.
  • Managing vehicle breakdowns and minimising operational downtime.
  • Maintaining detailed records of compliance activities, maintenance schedules, inspections, and defect reports.
  • Producing reports on fleet performance, compliance metrics, and key performance indicators.
  • Identifying opportunities to improve fleet efficiency, transport operations, and service delivery.
  • Keeping up to date with changes in transport legislation and industry best practice.
  • Understanding and managing the operational and financial implications of fleet management activities.

About You

To be successful in this role, you will demonstrate:

Essential Experience

  • Significant experience in transport management, ideally within waste collection, local government, environmental services, or a similar operational environment.
  • Proven experience working closely with operational drivers and fleet departments.
  • Strong knowledge of transport compliance requirements, including tachographs, defect reporting, vehicle inspections, and licence management.
  • Experience coordinating vehicle maintenance, servicing schedules, and fleet availability.

Skills & Knowledge

  • Excellent understanding of transport legislation and compliance requirements.
  • Strong experience using fleet management systems and maintaining accurate transport records.
  • Ability to analyse fleet performance data and produce management reports.
  • Outstanding communication and stakeholder management skills, with the ability to engage effectively with drivers, workshop teams, and senior management.
  • Strong organisational skills and the ability to prioritise multiple tasks within a fast-paced operational environment.
  • Proactive approach to problem-solving and continuous improvement.
