Role Title: Transport Manager - Grand Départ GB 2027
Salary: £45,000 per annum
Contract: Full-time, fixed term until August 2027
Location: Manchester (hybrid working model, minimum 2-3 days per week in Manchester office)
Start Date: September 2026
About British Cycling
In 2027 the UK will host the Grand Départ of both the Tour de France and the Tour de France Femmes avec Zwift. This will be the first time in history that both races have departed from the same country, outside of France. A landmark social impact programme will also be delivered across the UK, tackling inactivity, improving mental wellbeing, boosting economic growth and supporting communities to thrive.
A Special Purpose Vehicle (SPV) - Grand Départ GB 2027 - will maintain oversight of the delivery of the events and will manage public funding on behalf of DCMS, Scottish Government, Welsh Government and UK Sport.
The SPV is a Joint Venture between UKEL (a new sports events company) and British Cycling.
British Cycling will deliver the operational and business functions, social impact and volunteer programmes, along with all consumer-facing functions, on behalf of partners.
We are now recruiting for a Transport Manager to join our growing Operations team.
About The Role
Reporting to the Race Routes Lead, our Transport Manager will lead the planning, coordination and delivery of all transport operations associated with the Tour de France and Tour de France Femmes avec Zwift Grand Départs 2027.
You will be responsible for developing and delivering a comprehensive transport strategy that supports wider operational delivery including but not limited to workforce and key client group transport, spectator mobility, park and ride operations, shuttle services, parking management and stakeholder transport requirements across multiple host locations and over 900km of route.
Working closely with Host Local Authorities, emergency services, transport operators, route, venue, volunteer and other event teams and event delivery partners, the Transport Manager will play a key role in ensuring the safe, efficient and sustainable movement of people and vehicles throughout the event.
What will you be doing?
Reporting into the Race Routes Lead you will be responsible for:
- Leading the development and delivery of the event-wide transport plan for the Grand Départ 2027.
- Coordinating transport operations across all stages, venues and host locations.
- Working closely with the Amaury Sports Organisation (ASO), Local Authorities, Highways Agencies, Local and National Transport Providers, Police, transport operators and other key stakeholders to ensure integrated transport planning and delivery.
- Supporting developing traffic management, access, parking and vehicle movement plans to support event operations and minimise disruption to communities alongside route and venue teams.
- Identifying transport-related risks associated with spectator movement, capacity constraints and travel behaviours, and developing mitigating measures including park and ride facilities, active travel initiatives, camping provision, shuttle services and temporary transport infrastructure.
- Working with key departments to support planning and coordinating workforce, contractor and volunteer transport requirements across multiple locations.
- Managing spectator transport strategies, including park and ride, active travel initiatives, public transport integration and event-day travel demand management.
- Supporting the planning and movement requirements of key client groups, operational fleets and accredited stakeholders for arrivals to, departures from and transfers between each stage of the race.
- Monitoring and forecasting transport demand, identifying risks and implementing mitigation measures where required, including providing high-quality dissemination of travel-related information to influence behaviour.
- Ensuring transport operations meet safety, legal, environmental and operational requirements.
- Contributing to route planning activities, road closure strategies and venue operational planning alongside internal and external partners.
- Managing transport-related suppliers, consultants and contractors, ensuring services are delivered within agreed scope, budget and timelines.
- Maintaining detailed transport plans, operational schedules, risk registers and associated documentation.
- Supporting contingency planning for adverse weather, transport disruption, major incidents and emergency response arrangements.
- Acting as the operational lead for transport during event-time delivery and supporting command, control and coordination structures.
- Producing post-event evaluation reports and recommendations to support future event delivery.

- Proven experience in transport planning and delivery within major sporting events, festivals, public events or complex infrastructure projects. Road Event experience is preferable.
- Experience working with Host Local Authorities, Police, Highway Authorities and Transport Operators.
- Strong understanding of transport planning, traffic management and event operations principles.
- Experience developing and implementing transport plans across multiple sites or geographical locations and complex events.
- Demonstrable experience managing operational budgets, suppliers and contractor relationships.
- Strong stakeholder management skills with the ability to build effective relationships across the public and private sectors.
- Experience producing detailed operational plans, reports and risk assessments.
- Knowledge of transport legislation, road closure processes and event operational requirements would be advantageous.
- Strong project management and organisational skills with excellent attention to detail.
- Excellent written, verbal and presentation skills.
- Experience of working within major events, international sporting events or road-based events would be highly desirable.
