Job Introduction

We’re looking for an exceptional Transport Manager who is passionate about driving transformational transport investment, shaping regional growth, and delivering long-term economic and social impact across the West of England.

The West of England Mayoral Combined Authority (MCA) is seeking to appoint a Pipeline and Investment Manager to join the Transport team, where your key responsibilities will be to deliver the Mayor’s priorities by:

  • Manage staff and contractors to develop and maintain a £multi-million transport investment pipeline
  • Manage the progression of investment proposals from early concept through feasibility, business case development, and delivery planning
  • Develop investment-ready business cases and funding proposals allowing WECA to meet its strategic priorities
  • Utilise transport modelling tools to assess the impact of infrastructure investments
  • Build and maintain effective working relationships with key stakeholders and more.

What you’ll be doing

You will be managing the development and delivery of a high-value, integrated transport investment pipeline, using data-driven insight, strategic partnerships, and a strong focus on prioritisation and continuous improvement to maximise funding and regional impact.

What you’ll bring

Success in this role relies on exceptional stakeholder management, negotiation skills, and a passion for data. You will manage the development and maintenance of the MCA’s strategic transport investment pipeline, identifying funding opportunities, prioritising investment proposals, and supporting the delivery of transport outcomes across the West of England. Reporting to the Head of Investments and Pipeline, you will manage a £multi-million transport investment pipeline, ensuring proposals are evidence-based, aligned with strategic priorities, and supported by robust business cases.

You will work closely with government departments, transport bodies, local authorities, and delivery partners, building effective relationships to enable successful investment outcomes. Using strong analytical skills and innovative thinking, you will identify opportunities, improve processes, and help develop high-quality investment proposals, ensuring WECA’s transport plans are deliverable, well-evidenced, and aligned with available funding opportunities to achieve planned benefits and outcomes.

Salary

The salary for this role is £56,963- £62,282. This is the full-time equivalent salary, and will be pro-rata for part-time. We advertise salary ranges for job roles, with new appointments for external candidates typically starting at the lowest salary point. In exceptional cases, where higher skill levels or experience are applicable, the salary point may be adjusted to secure the best candidate. This approach allows for potential year-on-year salary increases, offering progression and appropriate rewards to employees.
