Job Description
Service Care Solutions are recruiting on behalf of a local authority in West Yorkshire for a Treasury Manager to join the team on a permanent basis. The postholder will lead on the delivery of high-quality financial and management advice across a range of services, supporting in ensuring the accurate and timely preparation of all treasury management activity.
Key Responsibilities
- Lead treasury management across the Council’s debt (over £800m), cash (over £100m), borrowing and investment portfolios.
- Develop and implement the Treasury Management Strategy, ensuring compliance with CIPFA and Prudential Codes.
- Produce high-quality treasury reporting, accounting, forecasting, and financial advice for senior management and Members.
- Lead and develop the treasury function, working with brokers and stakeholders and deputising for the Strategic Finance Manager when required.

Candidate Criteria
- Relevant professional qualification such as CCAB, or Stock Market qualification such as CFA, or significant demonstrable experience within treasury/investment management.
- Significant treasury management, capital finance, or cashflow management experience, within local government or a complex public-sector organisation.
- Strong knowledge of financial markets, investments, borrowing, cashflow, financial modelling, and risk.
- Excellent analytical, communication, and influencing skills, with the ability to present complex information clearly.
