Job Description: UK Adviser for Malaysia Collaboration Opportunities
The adviser will provide an independent United Kingdom of Great Britain and Northern Ireland (UK-side) perspective and challenge LAS’s draft findings.
The adviser is expected to help ensure that the final recommendations for opportunities for UK collaboration and growth in northern Malaysia (Perak, Penang, Kedah, & Perlis):
- Are relevant to British Government and UK economic interests.
- Reflect current UK policies, regulations, standards and market priorities.
- Identify realistic benefits for UK organisations.
- Use CPTPP and JETCO mechanisms appropriately.
- Are commercially and institutionally practical.
- Do not overstate evidence or make unrealistic recommendations.
- Remain balanced, non-partisan and mutually beneficial to the UK and Malaysia.
LAS will remain responsible for all research, analysis, data, interviews and final report writing.
Assignment Details
Two-hour assignment
The total core assignment will be approximately two hours, structured as follows:
A. Advance preparation and document review — 45 minutes
Before the consultation, LAS will provide a concise review pack. The adviser should review these materials before the consultation and identify major issues, gaps and UK opportunities.

B. Virtual advisory consultation — 60 minutes
During the consultation, LAS will seek the adviser’s views on:
- UK policy and economic priorities relevant to Malaysia.
- UK–Malaysia trade and investment opportunities.
- CPTPP and JETCO mechanisms.
- UK laws, regulations, standards and conformity-assessment considerations.
- The realism of proposed UK investments and partnerships.
- Opportunities in education, agriculture, legal services, SMEs, Islamic finance, standards, technology and emerging sectors.
- Potential UK involvement in advanced materials, magnets, recycling, environmental assurance, financing and lawful imports.
- Political, regulatory, commercial and reputational risks.
- Claims or recommendations that should be corrected, qualified or removed.
C. Written close-out comments — 15 minutes
After the consultation, the adviser will provide a short email or annotated note identifying:
- The five most important recommendations, corrections or risks.
- The strongest opportunities for UK participation.
- Important UK organisations or partner types that LAS should consider.
- Any matter requiring specialist legal, regulatory, technical or financial advice.

Expected Outputs
The adviser will provide:
- Review of the advance information pack.
- Participation in one 60-minute virtual consultation.
- Concise written comments after the consultation.
- UK-side assessment of the priority opportunities.
- Suggestions for relevant UK organisations or partner categories, where confidently known.
Adviser Requirements
The preferred adviser should:
- Be a British citizen.
- Have relevant experience in UK government policy, trade, investment, economic development, international business, standards, education, critical minerals, advanced manufacturing or UK–Malaysia/ASEAN relations.
- Understand how UK organisations assess international partnerships and investments.
- Be able to provide concise, independent and commercially realistic advice.
- Maintain political impartiality and disclose any potential conflicts of interest.
- Protect all confidential and non-public information supplied by LAS.
