Utilities/Facilities Project Manager

We are seeking an experienced Utilities/Facilities Project Manager to lead the delivery of engineering and facilities projects across a highly regulated manufacturing, laboratory, R&D, warehousing, and corporate environment.

This is a key role responsible for managing projects from initial concept through to completion, ensuring works are delivered safely, compliantly, on time, and within budget. You will oversee the design, installation, commissioning, and handover of critical building services and utilities infrastructure while supporting operational excellence, sustainability initiatives, and long-term asset management strategies.

Key Responsibilities

  • Lead the delivery of complex engineering and facilities projects, including asset replacement programmes, building refurbishments, fit-outs, energy efficiency upgrades, and carbon reduction initiatives.
  • Manage projects through the full lifecycle, from business case development and capital investment approval through to commissioning and handover.
  • Ensure commercial governance and compliance across all project activities.
  • Develop and maintain rolling capital investment and asset replacement plans.
  • Manage framework suppliers, consultants, and contractors to ensure successful project delivery.
  • Act as the primary point of contact for project implementation and contractual management.
  • Support sustainability strategies, energy reduction programmes, and Net Zero objectives.
  • Administer contracts and ensure compliance with relevant industry regulations and standards.
  • Engage specialist consultants and subject matter experts where required.
  • Build strong relationships with internal stakeholders, senior leadership teams, and external partners.
  • Produce project reporting, forecasting, and performance analytics.
  • Support risk assessments, change control processes, and business continuity planning.
  • Ensure seamless project integration into operational teams upon completion.
  • Oversee high-risk engineering activities and ensure adherence to health, safety, and environmental standards.

To be successful in this role, you will have:

  • Proven project management experience within engineering, facilities, utilities, or building services environments.
  • Experience working in a regulated industry such as pharmaceutical, life sciences, healthcare, food manufacturing, or a similar sector.
  • Strong understanding of project management principles and methodologies.
  • Engineering qualifications in Building Services Engineering, Mechanical Engineering, Electrical Engineering, or a related discipline (HNC/HND, Degree, or equivalent).
  • Multi-disciplinary knowledge of mechanical and electrical building services.
  • Experience working with utility systems such as steam and hot water boilers, chilled water systems, compressed air, water treatment, HVAC, and BMS systems.
  • Strong contract management and stakeholder engagement skills.
  • Excellent communication, organisation, and problem-solving abilities.
  • A proactive approach with the ability to manage multiple projects simultaneously.
