About This Position

We are looking for a detail-oriented consultant with experience in education projects in the public sector and/or PPPs in the region. The ideal candidate should have an analytical profile and be able to map and organize existing experiences related to PPP projects in education. They should also be able to structure and apply a methodology for quantifying and comparing PPP models in education, in contrast to traditional models developed by direct public administration.

What You’ll Do

  • Develop a comprehensive database of PPPs in Education, mapping relevant benchmarks in Latin America and the Caribbean and other regions, including traditional public procurement cases for comparison.
  • Review and analyze relevant literature, evaluations, and evidence on PPPs in Education and consolidate key findings, experiences, risks, requirements, lessons learned, and infrastructure characteristics.
  • Structure and validate the content and publication framework for the PPPs in Education publication, including drafting, revisions, IDB validation, and support through layout.
  • Map and analyze existing evidence on PPP effectiveness in Education, including implemented policies, evaluations, and theoretical studies.
  • Define and validate key variables and indicators to assess PPP effectiveness, covering cost, time, administrative and pedagogical effectiveness, and other relevant dimensions.
  • Design and validate a methodological framework to evaluate PPP effectiveness, including a structured Value for Money (VfM) approach comparing PPP and traditional public procurement scenarios.
  • Develop and document a practical evaluation tool, aligned with the validated methodology, including a user guide for its application.
  • Conduct a diagnosis and case study in a selected country, analyzing the PPP policy, defining the evaluation scope and variables, and establishing comparable PPP and traditional procurement scenarios.
  • Collect, clean, organize, and analyze relevant public and administrative data and apply the methodology and evaluation tool to the selected PPP policy.
  • Consolidate, validate, and disseminate the case study results, including key findings, VfM considerations and conditions, preparation of the publication, IDB/stakeholder validation, revisions, and layout support.

What You'll Need

  • Education: Master's degrees in Economics, Engineering, Business Administration, Public Policy, or equivalent field. Doctorate. or others postgraduate studies in the areas mentioned will be seen as a differentiating factor.
  • Experience: Proven experience professional prior of at least 5 years in activities related to the design, monitoring, and evaluation of public policies, and the application of econometric methods, or others Similar activities. Prior experience working with the IDB, or other multilateral organizations, will be considered an advantage.
  • Language: Proficiency in English and Spanish.

Requirements

  • Citizenship: Citizen of one of our 48-member countries.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
