Waste Collection Manager

About The Role

Middlesbrough Council is seeking an experienced and motivated Waste Collection Manager to lead and develop our waste collection operations, ensuring high-quality, efficient, and customer-focused services for residents across the borough. This is a key management role responsible for delivering safe, reliable, and sustainable waste collection services.

Working within Environmental Services, you will lead frontline operational teams, manage resources effectively, and drive continuous improvement to meet statutory requirements and the Council's environmental ambitions.

Please note this role is for 37 hours a week, working 5 days a week.

Key Responsibilities

  • Manage the day-to-day delivery of household waste, recycling, and garden waste collection services.
  • Lead, motivate, and develop a team of supervisors, drivers, and waste collection operatives.
  • Ensure compliance with health and safety legislation, Council policies, and industry best practice.
  • Monitor operational performance, productivity, and service quality against agreed targets and KPIs.
  • Manage staffing, fleet utilisation, budgets, and operational resources effectively.
  • Investigate and respond to service complaints, enquiries, and member requests.
  • Work closely with residents, elected members, contractors, and partner organisations to maintain high service standards.
  • Lead service improvement initiatives, including waste reduction and recycling programmes.
  • Ensure business continuity arrangements are in place to maintain service delivery during periods of disruption.
  • Contribute to the development and implementation of strategic waste management objectives.

About You

We are looking for an experienced operational manager who can demonstrate:

Essential Requirements

  • Significant experience managing waste collection, environmental services, logistics, highways, or other large-scale frontline operational services.
  • Proven ability to lead and manage diverse teams in a demanding operational environment.
  • Strong knowledge of health and safety requirements, risk management, and safe systems of work.
  • Experience managing budgets, resources, and performance targets.
  • Excellent communication and stakeholder management skills.
  • Ability to analyse performance data and implement service improvements.
  • Full UK driving licence.

Desirable Requirements

  • Relevant management qualification (e.g. ILM, CMI, Degree, or equivalent).
  • CPC qualification or experience managing transport operations.
  • Experience working within local government or the public sector.
  • Knowledge of waste legislation and environmental regulations.
