Waste & Fleet Training Compliance Officer – 12 Month Contract
Location: Rugby Borough Council – Works Service Unit
Rate: £180.00 per day (Umbrella)
Contract: 12 Month Contract
Hours: 37 Hours Per Week
Working Pattern: Office Based
Working Hours: Typically 08:00 – 16:00, with flexitime available. Candidates must be adaptable to meet operational training needs, early starts, and service demands.
Pay: Bi-weekly
Summary
Rugby Borough Council is on the lookout for a seasoned Waste & Fleet Training Compliance Officer to oversee operational training, competency management, and compliance assurance within Waste Services and the broader Works Service Unit. This dynamic role involves a mix of training administration, compliance oversight, driver coaching, and operational support. The successful candidate will maintain a detailed training and competency matrix and work closely with frontline staff to enhance safety, compliance, driving standards, and operational efficiency. Regular engagement in operational settings, such as depots and on-route observations, is essential to support drivers, loaders, street cleansing operatives, and other frontline teams.
Key Responsibilities
Training & Competency Management
- Develop and sustain a comprehensive training and competency matrix for all operational roles.
- Oversee training records, qualifications, licenses, CPC requirements, and certificate expirations.
- Ensure all mandatory training is up-to-date and compliant.
- Maintain precise, audit-ready compliance documentation and records.
- Serve as the primary contact for workforce training compliance.

Driver Training & Coaching
- Conduct driver assessments and periodic reassessments.
- Provide vehicle familiarization and walk-round check training.
- Coach drivers to enhance driving standards and minimize incidents.
- Support adherence to Operator Licence requirements.
- Monitor driving performance and behavioral standards.
- Offer practical coaching and corrective guidance as needed.
Compliance & Operational Assurance
- Monitor tachograph infringements and deliver targeted coaching.
- Assist with vehicle gate checks, crew monitoring, and route compliance activities.
- Identify and mitigate unsafe practices and operational risks.
- Report vehicle defects, cleanliness issues, and compliance concerns to management.
- Ensure compliance with DVSA, Health & Safety, and Traffic Commissioner standards.
Training Delivery
- Conduct inductions for permanent, temporary, and agency staff.
- Deliver toolbox talks and refresher training sessions.
- Coordinate specialist training through internal trainers or external providers.
- Ensure all training activities are accurately recorded and documented.
Service Support
- Assist managers with investigations and incident reviews.
- Identify training needs from audits, incidents, and performance issues.
- Support continuous improvement initiatives across Waste and Fleet operations.
- Foster a positive safety culture throughout the service.
Essential Requirements
- HGV Category C (Class 2) Licence or Above.
- Previous experience in:
- Waste Management
- Fleet Operations
- Highways Operations
- Local Authority Operational Services
- Experience in delivering training, coaching, mentoring, or driver assessments.
- Experience in maintaining training records and competency matrices.
- Strong knowledge of:
- DVSA requirements
- Operator Licence Compliance
- Driver CPC requirements
- Health & Safety Legislation
- NEBOSH General Certificate or equivalent.
- IOSH membership or working towards IOSH membership.
- Excellent communication and coaching skills.
- Ability to influence behavioral change and promote compliance.
- Strong administration and record-keeping skills.
