The Role

As Water Services Manager with Westminster’s high profile Housing Services you can make your own powerful contribution to our success. Responsible for the strategic and operational management of water hygiene, water quality and Legionella risk across our housing portfolio, your work will involve risk assessments, written schemes of control, monitoring, inspection, testing, sampling, remedial works, record keeping and emergency response. Managing specialist water hygiene contractors and consultants, and providing assurance that control measures remain effective, you’ll also lead continuous improvements in resident safety, compliance, service quality and value for money.

Your day-to-day responsibilities will be many and varied, and include developing our Legionella management policy, water hygiene written scheme of control, management plan, risk registers and escalation arrangements, and ensuring the correct risk assessments are completed. Overseeing monitoring, inspection, testing, sampling, flushing, temperature control, tank and calorifier inspections, we’ll also expect you to work on TMV maintenance, cleaning and disinfection in accordance with the necessary requirements. Maintaining robust records, logbooks, certificates, test results and remedial actions, you’ll also manage and supervise our specialist contractors, ensuring their competence, accreditation and performance.

Leading the investigation of positive samples, abnormal results, service failures, suspected contamination and Legionella incidents will be another key focus, as will planning and delivering water quality and infrastructure improvement programmes. Ensuring new, altered and refurbished water systems are correctly designed, installed, commissioned, disinfected, tested and handed over, you’ll be ready to provide technical advice on safety, quality and Legionella control to senior officers and other stakeholders. Maintaining a competency framework and training programme for Responsible Persons, deputies, operational teams and relevant contractors, we’ll also expect you to manage delegated budgets, procurement and investment plans.

About You

To be a success in this vital role you should have well developed experience of leading water hygiene, water quality and Legionella risk management across a large and complex property portfolio, be capable of acting as a Responsible Person under ACoP L8, implementing effective written schemes of control and managing associated risk assessments, monitoring programmes and preventative maintenance. Capable of managing specialist water hygiene, water treatment and risk assessment contracts, and auditing records, logbooks, compliance systems, contractor activity and technical quality, you should also have the skills to plan and deliver infrastructure, tank, treatment, pipework and remedial improvement programmes.

Your excellent interpersonal skills will see you managing and developing technical staff, preparing and delivering authoritative reports and presentations to non-technical audiences, and communicating clearly via phone, in writing and face-to-face with our customers, residents and other stakeholders. It goes without saying that you’ll have detailed knowledge of ACoP L8, HSG274, COSHH, Water Supply (Water Fittings) Regulations and recognised water hygiene standards and practices, and your ability to assess risk, challenge technical evidence, prioritise remedial actions and make proportionate safety decisions will make you a valuable source of knowledge and expertise.

A confident user of IT systems and Microsoft’s suite of software, when it comes to formal certifications you should have a recognised qualification in Legionella risk management, water hygiene or Responsible Person duties through City & Guilds, BOHS, the Water Management Society or an equivalent body. And in addition to membership of a relevant technical or professional institution and evidence of continuing professional development, we’ll also expect you to hold a relevant technical qualification in building services, mechanical engineering, public health engineering, water systems, health and safety or a related discipline, or demonstrable equivalent experience. A practical and analytical problem solver with plenty of initiative and self-drive, you should also be a collaborative team player with the skills to plan, organise and prioritise your diary while producing work of the very highest standard.
