Job Summary
A key operational arm of HSE, Energy Division (ED) regulates the Great Britain's Offshore Oil and Gas Industry, pipelines, mines, diving and renewable sector. We employ around 140 professional engineers and scientists to do this. Respected internationally for our independent status and integrity, we have a long-standing reputation for technical expertise which can be applied logically to deliver effective, proportionate solutions enabling hazardous activities to be managed safely.
As a Well Engineering & Operations Inspector, you will apply your experience and knowledge gained while working in the oil and gas well construction and operations sector to the regulation of a wide range of offshore and onshore well engineering and operations activities. Your role will vary enormously in terms of task and pace, ranging from rig site inspections to technical reports.
Please note that due to the nature and volume of the work and travel, this role is only suitable for full time working.
Relocation expenses of up to £8,000 is available for new, permanent members of staff that meet HSE's relocation policy criteria.
Job Description
Key Responsibilities
- Provide specialist advice on health and safety matters associated with the topic of well engineering, drilling, and other well operations to within HSE, industry and other stakeholders.
- Perform inspections of well notifications for onshore and offshore well operations submitted to HSE.
- Assess safety cases and inspect combined operations notifications from a well engineering and operations perspective, as part of the offshore safety case permissioning regime.
- Perform site and HQ inspections with respect to specialist issues arising from well engineering, drilling and other well operations activities both offshore and onshore.
- Investigate accidents, incidents and complaints alone or as part of a team, both offshore and onshore. Support enforcement action, including preparing technical reports and expert evidence in legal proceedings.
- Make technical contributions to the development of industry standards and guidance such as being involved in the design and operations of wells.
Training
Whilst working for the HSE and in order to fully understand the legal and enforcement requirements of this role, you will be expected to develop your expertise by completing role specific training.
Offshore medical and Survival Training
You must be able to satisfy the OEUK & GWO approved offshore medical & OPITO & GWO approved survival training requirements e.g. BOSIET/FOET

Essential Skills And Criteria
- A proven track record in managing and contributing to relevant technical projects. Sound practical experience of well engineering with responsibility for planning and managing drilling operations at a senior level.
- Practical experience with risk assessment and risk management tools.
- Sound knowledge of well servicing operations and the ability to work with other technical disciplines at all levels.
- Well developed communication skills to influence change at all levels in the organisations we regulate. Sound analytical skills to identify underlying gaps and deficiencies related to risk management.
- Initiative and decisiveness, making sound decisions based on available evidence.
- Organisational and planning skills and experience of taking responsibility for delivering expected outcomes on time and to the required standard.
- The ability to work collaboratively as part of a multi-disciplinary team maintaining positive professional working relationships with colleagues and stockholders.
- The ability to write effective technical reports and present complex technical information concisely for a non-technical audience.

Travel & Hybrid Working
In role, you will spend on average 2-3 night stays offshore (subject to weather) approximately 6-8 times a year for proactive inspection or reactive investigation work and some travel to renewable energy sites across the country, potentially at short notice, all within a small multi-discipline team. This role will also involve visits to other HSE sites including Aberdeen, with some potential overnight stays (including at short notice).
At HSE, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. This is a voluntary, non-contractual arrangement, and your allocated office will be your contractual place of work.
There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 60% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.
Therefore, we would encourage candidates to consider if the commute from home to the office is a feasible distance to travel before making an application. Please note that if you are successful, hybrid working will be discussed prior to taking up the post.
Licences
You will hold a full driving licence that permits you to drive in the UK unless reasonable adjustments can be made in line with the Equality Act 2010.
Qualifications
You will have a degree or equivalent qualification in a relevant engineering or earth science discipline and / or substantial well engineering and operations experience in an operational environment within the upstream offshore oil and gas industry. Memberships
Chartered status with the Engineering Council or the ability to work towards it. Accompanied by a Corporate membership of an approved professional institution or the ability to work towards it.
