Role Description
The West Yorkshire LVEP Programme Manager is a full-time, hybrid role based in Leeds with the flexibility to work from home for part of the week. This role leads the Local Visitor Economy Partnership (LVEP) programme for West Yorkshire, coordinating strategic initiatives that strengthen the visitor economy and enhance the region’s cultural offer.
Day-to-day responsibilities include:
- Managing programme plans and timelines
- Overseeing budgets
- Monitoring key performance indicators
- Preparing reports for senior stakeholders
The Programme Manager will build and maintain relationships with cultural organizations, local authorities, tourism partners, and community groups, ensuring collaborative delivery of projects aligned with regional priorities.

Qualifications
- Programme and project management skills, including planning, coordination, budget management, and risk oversight.
- Stakeholder engagement and partnership-building skills, with experience collaborating across public, private, and cultural sectors.
- Understanding of visitor economy, tourism, and cultural or arts sector dynamics, ideally within a regional or place-based context.
- Strong written and verbal communication skills, with the ability to prepare clear reports, briefs, and presentations for diverse audiences.
- Analytical and research skills, including the ability to interpret data, measure impact, and inform decision-making.
- Organizational and time-management skills, with the capacity to manage multiple projects and deadlines in a fast-paced environment.
- Commitment to equity, diversity, and inclusion, and to sustainable practices within cultural and tourism initiatives.
- Relevant experience in programme or project management in culture, heritage, tourism, or economic development; a degree or equivalent experience in a related field (e.g., arts management, public policy, business, tourism) is beneficial.
- Proficiency with standard office and collaboration software (e.g., Microsoft Office, online project management tools) and comfort working in
