Work-Based Learning & Qualifications Manager | Home-Based with UK Travel
£50,000–£52,000 per annum
Care Concern Group is entering an exciting period of growth and transformation. As our organisation continues to expand, we are investing in a new group-wide Learning & Development function that will strengthen workforce capability, support meaningful career progression and help our colleagues fulfil their potential.
The Work-Based Learning & Qualifications Manager is a newly created and influential role, offering the opportunity to shape how apprenticeships, vocational qualifications and work-based learning are delivered across England, Scotland and Wales.
Reporting to our Head of Learning & Development, you will lead the development of an ambitious and commercially effective approach that connects learning with career progression, workforce priorities and organisational performance.
From maximising available funding and strengthening provider performance to creating clear qualification pathways for our colleagues, your work will have a visible and lasting impact across our organisation.
The Role
Let’s be open; this is not a role where you will inherit a fully developed strategy and simply keep it running. There is a great deal to build, improve and bring together. This is precisely what makes the opportunity so exciting.
You will develop our group-wide approach to apprenticeships, vocational qualifications and work-based learning, ensuring opportunities are aligned with the current and future capability needs of our workforce.
A key priority will be maximising our Apprenticeship Levy and identifying other funding opportunities across England, Scotland and Wales. You will bring greater visibility to our investment, strengthen forecasting and compliance, and demonstrate the organisational value and return delivered through work-based learning.
You will lead our relationships with external learning providers, establishing clear expectations for quality, performance and value for money. Where provision is not delivering, you will have the confidence and evidence needed to challenge it and drive improvement.

Working alongside the Talent, Capability & Development Manager, you will create meaningful qualification pathways across care, nursing and leadership. These pathways will support recruitment, colleague development, internal progression and succession planning while helping our people understand where a career with Care Concern Group could take them.
This will require close collaboration with Operations, Finance, HR and Learning & Development colleagues. You will use workforce, financial and learner data to identify priorities, improve participation and completion, and ensure our approach continues to meet organisational and regulatory requirements.
It is a broad and ambitious remit, but also a rare opportunity to build a work-based learning offer that creates lasting value for our colleagues and the organisation.
About You
We are looking for an experienced work-based learning professional who can combine strategic thinking with commercial awareness and practical delivery.
You will understand how to balance an excellent learner experience with funding requirements, quality, compliance and value for money. You will also be passionate about creating development opportunities that lead to genuine career progression and stronger workforce capability.
Ideally, you will bring
- Significant experience managing apprenticeships, vocational qualifications or work-based learning programmes.
- Strong knowledge of apprenticeship funding and vocational qualifications across the UK.
- Experience managing Apprenticeship Levy funding and identifying external funding opportunities.
- A strong track record of managing, quality-assuring and challenging external learning providers.
- Experience in budget management, financial forecasting and demonstrating return on investment.
- Knowledge of funding compliance, quality assurance and audit requirements.
- Experience developing qualification pathways that support workforce capability and career progression.
- Strong commercial, analytical and performance-management skills.
- Excellent stakeholder-management, negotiation and influencing capability.
- Experience within adult social care or another regulated environment.
- A degree or equivalent professional experience.
- An assessor and/or Internal Quality Assurance qualification would be advantageous.
- A project management qualification would also be advantageous.
