About us
Evenlode Landscape Recovery (ELR) is delivering one of Defra's 25-year Landscape Recovery programmes across the North East Cotswolds. Spanning approximately 3,031 hectares and around 50 farm holdings in the Dorn, Glyme and Evenlode river catchments, the programme brings together farmers, landowners and partners to restore rivers and habitats, improve water quality and reduce flood risk. ELR works alongside the farmer-led North East Cotswold Farmer Cluster CIC to turn these plans into practical work on the ground.
The role
The Works Delivery Supervisor will oversee woodland, habitat, river and natural flood management works across the programme. Working between project leads, contractors, farmers and landowners, you will coordinate activity on site, administer works contracts and maintain clear records of progress and quality. You will make sure works are properly prepared, carried out safely, delivered to specification and completed with minimal disruption to farm businesses.
Key responsibilities
Works planning and site supervision
- Supervise contractors and works across the programme's holdings through regular site visits, inspections and progress monitoring
- Act as the day-to-day site contact for contractors, confirming priorities, resolving routine issues and keeping project leads informed
- Monitor works against drawings, specifications, programmes and agreed budgets, raising potential changes or delays early
- Carry out quality checks, snagging and completion inspections so that finished works meet the design intent and programme standards
Health safety and environmental controls
- Set clear expectations for health, safety and environmental performance and challenge unsafe or non-compliant working practices
- Review risk assessments and method statements, check agreed controls are in place and support the programme in meeting its duties under the Construction Design and Management Regulations

Contract administration and coordination
- Administer works and design-services contracts through mobilisation, instructions and variations, progress records, snagging and completion
- Maintain clear records of progress, changes, costs and decisions to support payment, reporting and contract management
- Work closely with the Procurement Coordinator and Delivery Support Coordinator to make sure contracts, consents, site access and delivery information are in place and properly sequenced
Farmers and landowners
- Build constructive relationships with participating farmers and landowners, working alongside the Farm Liaison team as a reliable contact for delivery issues
- Coordinate access, working hours, site boundaries and reinstatement with farm businesses, minimising disruption to farming operations
Records reporting and escalation
- Maintain accurate site diaries, progress reports, inspection records and photographic evidence
- Identify risks, delays, quality concerns and site issues early, proposing practical action and escalating matters that need a decision
Person specification
Essential
- Demonstrable experience in site supervision, works delivery or contract administration within construction, civil engineering, environmental, land-based or utilities sectors
- A sound understanding of site health and safety, including the Construction Design and Management Regulations, risk assessments, method statements and safe systems of work
- The ability to understand drawings, specifications and scopes of work and to check delivery against them
- Strong organisation and attention to detail, with the ability to manage several sites, contractors and priorities
- A confident and practical communicator who can build rapport, set clear expectations and handle difficult conversations when needed
- Based within reasonable daily travel of the North East Cotswolds in Oxfordshire or Gloucestershire
- A full UK driving licence and access to a vehicle, with the ability to work outdoors in all weathers and across varied rural terrain

Desirable
- SMSTS or SSSTS site-safety certification, or willingness to obtain it
- A valid CSCS card and First Aid at Work qualification
- Experience using NEC or JCT forms of contract
- Knowledge of environmental works, environmental land management schemes or the agricultural sector
- Confidence using digital tools for site records, photographs and reporting

- Takes ownership of delivery and follows issues through, including closing snags rather than parking them
- Stays calm, fair and appropriately assertive with contractors, farmers and colleagues
- Uses practical judgement, spots problems early and knows when to escalate
- Respects the countryside being restored and the farm businesses that make the programme possible
How we work
- We are a small team delivering a large, complex programme. You will help shape how practical delivery works and improve our processes as the programme develops
- Most of your week will be spent on farms across the programme area, with home working for contract administration, records and reporting
- You will work directly with the people making decisions and be trusted with real responsibility, with support from technical and operational colleagues
