Works Property Compliance Officer
We are seeking an organised, proactive and detail-focused Works Property Compliance Officer to support statutory, regulatory and organisational compliance across the College’s property and works activities. This is an important role within the Works Department, helping to ensure that compliance standards are achieved, monitored and continuously improved across areas including CDM, asbestos management, gas safety, electrical safety, fire safety and water management.

The Role
Reporting to the Director of Works, you will play a key role in supporting a positive culture of safety and compliance within the Works Department. You will help ensure that the College remains compliant with statutory requirements by developing, maintaining and auditing relevant policies, processes, procedures and records, while supporting effective risk management across property compliance activities.
The role will involve maintaining accurate compliance records, developing the College’s CAFM system, monitoring performance against KPIs, supporting internal audit activity, preparing reports for senior stakeholders and committees, and working collaboratively with Works Department managers, the Health and Safety Team, suppliers and contractors.
Key responsibilities will include:
- Collating, quality assuring and maintaining compliance records across property compliance areas including gas safety, electrical safety, water management, asbestos and fire safety.
- Supporting the development and proactive management of compliance data through the College’s CAFM system.
- Using data and internal audit outcomes to recommend improvements and working with managers to implement and review these.
- Undertaking site-based checks and observations to ensure processes and procedures are effective and embedded in working practices.
- Monitoring performance against KPIs and statutory deadlines, working collaboratively with the Head of Health and Safety to prepare cyclical Health and Safety reports.
- Preparing regular, accurate and timely performance reports and audit outcomes for internal stakeholders, committees and the Junior Bursar’s Office.
- Maintaining and updating compliance trackers, building records and works systems.
- Supporting incident investigations and contributing to organisation-wide learning in conjunction with the College Health and Safety Team.
- Reviewing project documentation and providing feedback on property maintenance processes, fire safety initiatives and best practice across services.
- Building effective working relationships with managers, teams, frontline staff, suppliers and contractors to champion a positive safety culture.

The Ideal Candidate
We are looking for someone with experience in a similar property compliance role, together with an understanding of relevant legislation, including the Health and Safety at Work Act and associated regulations. You will have working knowledge of compliance areas such as gas safety, electrical safety, fire safety, asbestos and legionella, and experience of local audit, compliance tracking and stakeholder engagement.
You will be highly organised, with strong attention to detail and the ability to manage multiple tasks effectively. Excellent communication, relationship-building and reporting skills will be important, along with confidence in interpreting legislation, identifying risks and advising on improvements.

The successful candidate will be proactive, able to work independently in a fast-paced environment, and enthusiastic about promoting a positive safety culture across the College. Competence using Microsoft Office applications, including Outlook, Word, Excel, Teams and PowerPoint, is also required.
A relevant Health and Safety qualification, such as IOSH or NEBOSH General, is essential. Experience of working in a property compliance role within a College, accommodation, housing or residential setting, and/or a qualification in an area of property-related compliance, would be desirable.

The salary for the post is £46,368 per annum. The role is permanent and the working hours are 39 hours per week, Monday to Thursday 8.00am–5.00pm and Friday 8.00am–4.00pm.
