Accountable to the General Manager and working in partnership with Clinical Director and Head of Nursing, the Deputy General Manager will work with the General Manager in the operational delivery, performance, financial performance, governance, change, and business development across the Care Group.
Requirements
- Experience in operational delivery, performance, financial performance, governance, change, and business development.
- Experience leading teams, including managers responsible for service and performance.
- Experience establishing and maintaining effective structures and systems of control for staff management, including recruitment, appraisal, continuing professional development, and adherence to HR policies.
- Experience establishing collaborative relationships with colleagues, working in partnership within the Trust and with external agencies.
- Experience ensuring line management of staff is undertaken professionally, with development and training plans consistent with objectives.
- Experience in managing staff performance, including coaching, addressing underperformance, and conducting appraisals.
- Experience ensuring team compliance with statutory, mandatory, and professional training requirements.
- Experience managing team absences, including sickness, in line with Trust policy.
- Experience identifying and filling vacancies in line with Trust recruitment policy.
- Experience responding to staff survey feedback and implementing care group responses.
- Experience ensuring national and local Human Resource best practice is applied, including adherence to Trust policies and procedures.
- Experience promoting and implementing Trust Equality and Diversity policies and procedures.
- Experience conducting Equality Impact Assessments on new service changes and/or policies.
Responsibilities
- Work alongside the General Manager in the delivery of financial, quality, performance, productivity, and workforce targets.
- Lead the Surgery teams to ensure efficient and effective delivery of high-quality patient-centred services, strategic planning and development, and change programmes.
- Accountable for establishing and maintaining effective structures and systems of control for staff management.
- Accountable for service delivery against the Care Group’s aims and objectives.
- Establish collaborative relationships with colleagues and external agencies to assure delivery of the Care Group’s business plan and strategic vision.
- Ensure line management of staff is undertaken professionally, with development and training plans for each member.
- Create an environment within the Surgery Care Group that prioritizes care, safety, and patient satisfaction.
- Emphasize learning from patient feedback and risk management systems to drive continuous service improvement and risk reduction.
- Ensure high-quality clinical services are delivered in line with the Trust’s Quality Strategy and available financial resources.
- Listen and take action to address concerns identified through patient feedback, complaints, and other tools.
- Actively involve and lead staff in the delivery of Clinical Governance.
- Participate and lead service reviews to ensure care is delivered in line with best practice and system failures are addressed.
- Work with the Triumvirate Leadership team to monitor trends, disseminate best practice, and facilitate learning.
- Ensure care group responsibilities regarding external assessments (e.g., Risk Management, CQC Standards) are fulfilled.
- Lead the management of complaints and learning from incidents, ensuring appropriate action is taken to prevent recurrence.
- Ensure incident reviews are undertaken in a timely manner with completed action plans.
- Communicate sensitive and contentious information to patients, families, and staff, including chairing Local Resolution Meetings.
- Oversee the operational delivery of all services within their portfolio.
- Devise and implement systems to proactively manage service demands.
- Ensure effective support and administrative services are in place for all clinical areas.
- Initiate and oversee regular reviews of services and ensure new developments are appropriately resourced.
- Monitor activity against agreed plans and targets, implementing corrective actions.
- Respond to escalated and unpredictable day-to-day operational issues, liaising with patients and staff to resolve concerns.
- Build effective networks with other care groups and departments to support efficient patient care and flow.
- Develop and support service redesign and quality initiatives.
- Oversee clinical services are delivered in line with activity and income plans, controlling expenditure and improving value for money.
- Exercise delegated authority for performance management framework development and issue resolution.
- Identify the need for remedial action plans when performance targets are not met.
- Support and improve operational performance to meet access targets.
- Support Care Group performance in relation to national and local targets.
- Prepare and collate information for internal and external reviews and implement identified actions.
- Implement service reviews where performance concerns or operational delivery challenges exist.
- Oversee adherence to Trust processes related to contractual requirements.
- Oversee the monitoring of benchmarked performance.
- Ensure the optimum use of resources and establish effective financial control processes.
- Identify and manage cost improvement plans, taking remedial action as necessary.
- Lead the implementation of improvement and capital projects.
- Work with finance, information/planning teams, and service leads to ensure accurate service line reporting and improve financial contribution.
- Act as an authorised signatory within delegated limits.
- Support the General Manager in developing the annual activity plan for the Care Group.
- Build and hone internal and external stakeholder relationships for continuous quality service development.
- Integrate patient and staff survey results, capacity planning, financial planning, service improvement, diversity, inclusivity, equality, governance, and HR management into annual planning.
- Participate or lead in the development of business cases for new developments and ensure timely implementation and benefits realisation.
- Operationally lead the development, implementation, and analysis of innovative change projects.
- Identify new opportunities for business and developments within and across services.
- Lead on medical staffing demand and capacity mapping/resource profiling.
- Lead, coach, and manage the performance of their team.
- Participate in regular performance appraisal meetings and ensure team members have clear objectives and development plans.
